  • District Newsletter: Here's A Few Things you Should ...

    Dear WCCUSD Community, We understand that there are concerns in the community regarding the district’s budget and the steps we are taking to ensure financial stability. Our goal is to keep you informed with clear and accurate information about our financial outlook and how we are working to minimize the impact on students and staff. 📊 Understanding the Budget Reductions WCCUSD is required to maintain a 3% reserve in our General Fund operating budget, as mandated by the state. Without these reductions, the district risks financial instability in the 2025-26 school year. To address this, the Board approved a  fiscal solvency plan, which includes $7 million in reductions for 2025-26 and an additional $6 million for 2026-27. While reductions are never easy, we are taking great care to minimize the impact on staff and students. 🔹 Key Facts to Address Common Concerns ✔  No Immediate Teacher Layoffs – Due to current vacancy levels, we anticipate that there will be a certificated job available for all current WCCUSD educators for the 2025-26 school year. ✔ Restricted Funds Cannot Be Used for Salaries related to required student services – Some have suggested that the district should use restricted funds to cover operating expenses. However, these funds are legally designated for specific programs, such as After School Programs and Community Schools grants, and cannot be used  for salaries related to required student services or operational costs. ✔ Vacancies Still Require Funding – Even when a position is vacant, the district must still fund necessary services —whether through substitute employees, overtime, or contracted services. These costs offset the salaries set aside for vacant positions. This annual event brings together schools across the district to raise the  Pan-African flag in front of their campuses, symbolizing unity, pride, and the ongoing commitment to equity and excellence for African American students. Throughout the month, schools will continue to honor Black history through events, activities, and lessons that reflect on the past, inspire the present, and empower the future. WCCUSD stands with our families and will continue to monitor developments, provide updated guidance, and offer resources to ensure that every student feels safe and supported.   Greenwood Academy Senior Shines at Golden State Warriors Basketball Camp  The Golden State Warriors hosted a basketball camp for East Bay students at Walnut Creek’s Ultimate Fieldhouse, combining athletic training with STEM exposure.  Seventeen-year-old Tamari McElroy, a senior at Sylvester Greenwood Academy, recently participated in a unique basketball camp hosted by the NBA team.  The event, organized in collaboration with the Rosie the Riveter Trust, provided 25 East Bay students with an opportunity to enhance their basketball skills using advanced technology at the Ultimate Fieldhouse in Walnut Creek. The camp featured the Shoot 360 system, which offers real-time digital analytics to help players improve their shooting, passing, and decision-making abilities. McElroy's involvement in this program highlights the district's commitment to providing students with exceptional opportunities for personal and athletic development. There are no GPA or income requirements, and the application process takes just 20 minutes to complete.   • Important Update and Clarification Regarding WCCUSD’...

    Greetings WCCUSD Community, As we continue working towards fiscal solvency for the West Contra Costa Unified School District, we want to keep the community informed about our budgetary projections and the district’s plan to address the structural deficit in our operating budget. Last week, our Board took action to support the implementation of WCCUSD’s fiscal solvency plan. A fiscal solvency plan is necessary because our district faces a multi-million dollar deficit in the unrestricted operating fund, which must be addressed. A Tale of Two Budgets: Unrestricted Operating Budget vs. Restricted Budget School districts operate with two budgets: Unrestricted Operating Budget  – This budget covers essential expenses related to educating our students, maintaining safe buildings for instruction, and purchasing required instructional supplies for core instruction. Restricted Budget  – This budget includes supplemental funds designated for specific needs, such as after-school programs, tutoring and intervention services for low-performing students, professional development for educators, and support for English Learners. While these restricted funds play a vital role in our programming, they  cannot  be used for basic instructional expenses required of a public school district. However, we are fortunate to have these restricted funds to provide additional support services for students and schools. The data below shows the 2024-25 unrestricted operating budget projections from the WCCUSD's first interim report.  The tables demonstrate a one-year structural deficit of $16.8 million for the 2024-25 school year related to the current revenue and expenditures.  WCCUSD is relying heavily on our internal reserves and one-time grant funds to address the structural deficit and provide services for students.   Planned Fiscal Reductions To ensure long-term financial stability, the  fiscal solvency plan  requires the following reductions: $7 million in reductions  for the  2025-26  school year An additional $6 million in reductions  for the  2026-27  school year Although no one wants to make reductions, continuing with WCCUSD’s fiscal solvency plan is necessary to ensure the district’s ability to afford its current and future expenses. We understand that these reductions may impact morale across the district. We recognize the importance of making these decisions with  sensitivity and transparency . Please know that these reductions are  not made lightly —they are driven by the need to align expenditures with revenues and address WCCUSD’s structural deficit.   • Superintendent's Message: Community Update Regarding...

    Dear WCCUSD Community, We recognize that immigration enforcement actions ordered by the Trump administration have created fear and uncertainty for our community and many of our families. We want to assure you that WCCUSD stands with our students, families, and staff during these challenging times. Our priority is to ensure that students and families feel safe, supported, and welcomed in our schools each day.   Immigration Support & Resources To provide continued support, we have  launched a dedicated webpage  with immigration-related resources, which will be updated weekly. This page includes legal assistance, Know Your Rights information, and guidance for families who may be affected by immigration enforcement. Additionally, our  school site administrators have received guidance  on the protection of student and family information, requirements and protocols and related to government requests and potential government visits,which include restricting campus access to the public accessible area only (the office area during school operating hours) without a warrant.  We will continually prioritize and support students and families and their need for resources and information. We encourage families to connect with their school’s leadership team if they need further assistance or resources. While we respect the right of individuals to organize and express their concerns, we want to clarify that this event is not organized or sponsored by Richmond High School or WCCUSD. At WCCUSD, we value student advocacy and the right to express concerns about issues that impact our community. However, our focus remains on ensuring that schools remain safe spaces for learning. We encourage families to talk with their students about their participation in events that take place outside of school-sponsored activities. We understand that this is a difficult time for many in our community. WCCUSD remains committed to provide resources, support, and information to ensure that all students feel protected and valued in our schools.
