Jan. 21 Superintendent's Report DISTRICT HIGHLIGHTS Stege Elementary School Breaks Ground on New Campus On January 22, West Contra Costa Unified School District leaders, students, staff, families, alumni, and community partners gathered to celebrate the groundbreaking of the new Stege Elementary School campus. Over 75 community members and dignitaries attended the milestone event, which included student-led reflections through the Pledge of Allegiance and a Land, Labor, and Body Acknowledgement. Former Stege students, some dating back to the 1950s, joined current students in leading the Stege chant, creating a powerful moment that honored the school’s legacy and community roots. The groundbreaking marked a major step forward in the District’s commitment to modernized, student-centered learning environments shaped by years of planning, collaboration, and community advocacy. Community leaders, including Richmond Mayor Martinez and Contra Costa County Supervisor John Gioia, joined District representatives in celebrating the transition from vision to reality. As construction begins, the District looks ahead to celebrating the campus’s completion with a ribbon-cutting planned for fall 2027, investing in a stronger future for generations of Stege students. El Cerrito High School Hosts a Successful 'Star Party' El Cerrito High School hosted a "Star Party" led by students from the Astronomy class of Mr. Lavie’s (aka Elan) . Visitors from the ECHS Community explored a variety of hands-on activities and demonstrations, all designed and facilitated by students. There were many fun things to participate in, watch and enjoy including the phases of the Moon, scaled models of distances in the solar system, parallax views of stars, and the color spectrum produced by different gases. Guests also learned from a physical model why zodiac signs are associated with the time of year we are born and the position of the stars in the sky. The evening also included telescope viewing supported by local astronomers from the Eastbay Astronomical Society. Using several types of telescopes, attendees observed the rings of Saturn, the moons of Jupiter, the Pleiades star cluster, and learned how telescopes track Earth’s movement and stack images to create sharp, detailed views of the night sky. It was an inspiring night of student leadership, curiosity, and cosmic exploration! Greenwood Academy Principal Receives Golden State Warriors Recognition On Christmas Day, Greenwood Principal Phillip Johnson was recognized by the Golden State Warriors as an Impact Warrior, an honor celebrating individuals who make a meaningful difference in their communities. Under Mr. Johnson’s leadership, Sylvester Greenwood Academy earned the California Continuation Model School Award, recognizing the school’s academic success and its commitment to supporting students’ social and emotional well-being. In recognition of his leadership and service, the Warriors invited Principal Johnson to their Christmas Day game, where he was honored during halftime. Mr. Johnson is a dedicated administrator who prides himself on building strong relationships with students, staff, and families. His goal is for every student to leave Greenwood as a better person than when they arrived and to pursue productive, fulfilling lives after high school. Lake Elementary School Community Celebrates Campus Completion On January 15, West Contra Costa Unified School District proudly celebrated the full completion of the new Lake Elementary School campus with a ribbon-cutting ceremony in partnership with the WCCUSD Board of Education. Students, families, staff, community leaders, and local officials joined together to mark this exciting milestone, featuring student and parent remarks and a tour of the beautifully completed spaces—including the kindergarten wing, multipurpose room, and cafeteria, and outdoor playgrounds designed to support whole-child learning. ANNOUNCEMENTS Attendance Notices Some families may have received automated attendance letters in December during the work stoppage, after a student reached three or more unexcused absences. In alignment with California Education Code requirements, these notices serve as a standard, supportive communication intended to keep schools connected with families and ensure students have access to resources that promote consistent attendance and academic success. The letters, issued within six weeks of the absence, are informational only and do not result in penalties, enforcement actions, or disciplinary consequences. There is nothing you need to do at this time. We encourage students and families to request independent study in the event of an unplanned absence. Truancy letters are generated when our system shows three or more absences. Families who have not been able to clear previous absences could receive additional letters. If your family completed and submitted the InformedK12 independent study form and your student submitted the centrally assigned work, please know that this has been received. Due to the high volume of independent study applications processed, we are still updating attendance records to reflect credit. As a result, some families may receive a notice even though independent study was completed. The work has been graded, and attendance updates are underway. New Family Enrollment Opens for the 2026-27 School Year New family enrollment for the 2026–27 school year is now open. Families new to the District can begin the registration process by scanning the QR code on the flyer to register online. The enrollment process includes three steps: finding your resident school, completing the online registration, and scheduling an appointment. Registering is designed to be simple and accessible for families planning to join the District next school year. Start New Family Enrollment Transfer Enrollment Open for 2026–27 School Year The transfer enrollment period for the 2026–27 school year is now open. Priority enrollment runs from January 20 through February 27. Families may apply by scanning the QR code on the flyer to complete the Transfer Enrollment Form. Support is available for both intra-district transfers (between schools within the District) at (510) 307-4535 and inter-district transfers (entering or leaving the District) at (510) 591-1929. The Transfer Office is open Monday through Friday, 9:00 a.m. to 4:00 p.m., to assist families throughout the process. Start Transfer Application Claim a CalKIDS Scholarship up to $1,500 Through CalKIDS, nearly half of all Contra Costa County public school students in grades 2–12 are eligible for up to $1,500 each in scholarship funds. These dollars can be used for tuition, books, school supplies, or even computers at accredited colleges, universities, and career training programs nationwide. Families can quickly check eligibility and claim their scholarship online by visiting CalKIDS.org and entering their child’s 10-digit Statewide Student Identifier (SSID). Superintendent's Message: Negotiations Update Regard...
[Video Transcription] Greetings, West Contra Costa School Community, I hope everyone was able to spend some precious time over the Thanksgiving break with family and friends and enjoy the special traditions in your home. Now that we are back, I have some important news that developed during Thanksgiving week that I want to share regarding our ongoing discussions with our two largest labor unions, UTR and Teamsters. I also want to share important information with you – our parents – about the very real possibility of a strike by UTR members in our District and the steps we have taken to ensure schools remain open on school days, that student meals will be provided, and that students remain safe and engaged in learning activities during any strike, even if the learning activities look different from a normal school day. At the end of this video message, there is important information about school operations in the event of a strike. All of this information will be posted to our website. First, some good news. Many of you may have already heard that, through the efforts of the Factfinding Panel members and the Teamsters leadership, a Tentative Agreement was reached with the Teamsters last Tuesday. We understand Teamsters members are voting on that TA over the next day or two. I believe the Teamsters Local 856 has more information about the TA. I want to express my personal thanks to the Teamsters leadership for working tirelessly with us to find common ground that improves Teamsters’ members' compensation while supporting students, even as we face a very difficult fiscal situation. Second, we also continued our discussions with the teachers’ union, UTR, after the hearing. These included discussions with the Factfinding chair and the Panel members. Unfortunately, as of late Friday night, we were unable to reach an agreement, and the Factfinding Panel issued its Report containing its recommendations. The recommendations of the Chair of the Factfinding Panel have been widely reported and commented upon by UTR leadership. We respect the Chair’s recommendations in many areas. However, we cannot comment on them until the Report is officially made public. That will occur after we have completed the last statutory step in the impasse process. That step requires that both parties discuss whether the recommendations in the Report could serve as a framework for settlement. Yesterday, we contacted UTR about meeting and hope to arrange this discussion as soon as possible. As Superintendent, I heard the real frustrations of our educators regarding pay increases, health benefits, special education, fully staffed schools, and several other key issues during the Fact-finding hearing. We hear them. I also heard from statewide financial experts about the District’s severe budget situation and the need for significant budget reductions, even without compensation increases. Compensation increases only INCREASE the size of the financial REDUCTIONS our Board must make this year. I will continue to push our team to pursue a negotiated agreement with the teachers’ union that provides a fair compensation increase and avoids a strike. I ask that their union leadership return to the negotiations now so we can avoid a strike, improve compensation, and better serve our children and support our staff in the long run. While we are doing everything we can to avoid a strike, we have also been preparing our schools to remain open if one occurs. We know our children and families count on our schools to be open, count on the breakfast and lunch our schools serve each day, and count on a safe learning environment. Schools will be open, and meals will be served. More details on what to expect will be posted on our main District webpage beginning today at www.wccusd.net . We will also send a message to all our parents via Parent Square each day to keep them informed. Right now, however, I want to emphasize a few key points that will also be on our website. • All schools will be open. • Please look for regular messages from the District and from the principal at each school where you have a child attending. • Breakfast and lunch meals will be provided to students attending school. • If your student is absent, a family member or caregiver can still pick up a meal for your child, but they must have your child’s first and last name, and the name of their teacher, or your child’s student ID number, to do so. • If you choose to keep your student home during a strike, you have the choice to sign your child up for independent study. This information will be sent to all parents. • Only you can decide to sign your child up for Independent Study. If you make that choice, you must sign the Independent Study Agreement and may do so electronically through the links that will be sent to you. • More information about Independent Study is on our website. • Some key special education services may be limited or suspended if there are not enough qualified educators working to provide the specialized services during a strike. • District staff will be contacting parents of medically fragile students over the next two days to discuss services during a strike. • Special education transportation will continue during any strike. We are working to confirm that aides will remain available during the transportation of special education students if a strike occurs. • We have been in communication with AC Transit about the possibility of a strike, and as of today, they have not informed us of any changes to their normal bus routes or schedules. However, AC Transit has indicated that if a driver determines it is unsafe to drop students off or pick them up at a regular bus stop due to striking workers, the driver has discretion to proceed to a safe location beyond the striking workers or to the next stop. • Cross guards are a service provided by the various Cities encompassed by the District, not by the District. Again, please check our District website for all of this information and more. The webpage will be updated regularly as details may change. Please also look for those regular messages from your child’s principal. They will come to you through Parent Square. Finally, let me say that I am still clinging to hope that we can avoid a strike. As a parent, I know that our families are counting on us to resolve the issues and reach an agreement without interrupting our children’s learning. As a former teacher, elementary school principal, Deputy State Superintendent, and now your Superintendent, I know that our employees are dedicated, compassionate, and that they want to be at work serving students. Negotiations Update: Fact-Finding Discussions Contin...
Dear WCCUSD Community, As you know, the District had fact-finding hearings with our Teamsters and United Teachers of Richmond labor partners on November 17 and 18. Since then, the fact-finding panel representatives have been meeting with the state-appointed chairperson to continue their discussions. We are committed to continuing these discussions into next week and through the break—whatever it takes—to try to reach a fair resolution and avert a strike that would only hurt our students. We are grateful for the community support and for your voices that encourage us to work together to identify solutions and reach agreements. Update: Contra Costa County Offering Food Support
Dear WCCUSD Community, We know that food insecurity directly impacts a child’s ability to focus and learn. WCCUSD remains deeply committed to supporting our students and families, and we are grateful to Contra Costa County for acting quickly to protect those most in need. On November 6, the Contra Costa County Board of Supervisors declared a local emergency and allocated up to $21 million in county funds to ensure families could continue to access food support through temporary grocery debit cards. Supervisor John Gioia sent out a notice on November 7 that the full federal benefits are being loaded onto the EBT debit cards of CalFresh families. Please read his message below for more details. WCCUSD will continue working closely with Contra Costa County and community partners to ensure students’ basic needs are met, allowing every child the opportunity to learn and thrive. Sincerely, Cheryl Cotton, Superintendent West Contra Costa Unified School District On Thursday, a Federal Court ordered the Federal Government to fully fund these vital food benefits by today. While the Trump Administration has appealed this decision, the full Federal benefits are being loaded onto the Electronic Benefit Transfer (EBT) debit cards used by CalFresh families to buy their groceries. At this time, at least 60% of County CalFresh recipients have had the benefits loaded onto their EBT card and it is expected that the rest will have their benefits loaded over the next few days. This is good news but it comes after a week of uncertainty and confusion for those who rely on these food benefits. If any CalFresh family does not have their Federal food benefit by Monday, November 10, they are encouraged to call our Employment and Human Services Department (EHSD) at 866-663-3225 or come by one of our EHSD offices to pick up a County grocery debit card.
