Monthly Newsletter | November 2023 A Message from Superintendent Rob O'Leary Welcome to November! This month’s newsletter contains important information for the month ahead, as well as updates on the next steps the district will take since the November 7 levy did not pass. As I shared last month, in October the board approved cost reductions to be enacted in the 2024-2025 school year if the levy request did not pass in November of 2023. Since the levy request did not pass, the following cost reduction plan will go into effect for the 2024-2025 school year: • Reconfiguration of elementaries which would result in the reduction of 3 teaching positions. • Reduction of 1 teaching position at Smith (due to lower projected enrollment next year). • Elimination of 1 section per year of textbook adoptions. • Elimination of 1 Operations position. • Exploration of a Labor Day to Memorial Day school calendar (which we anticipate could save a couple hundred thousand dollars if we moved to this calendar). • Pursuit other opportunities to capture savings through attrition. These spending cuts total approximately $1.2 million and, again, will go into effect for the 2024-2025 school year. The administration has begun working through details on the reconfiguration, and I will share information about this throughout the next several months. I will do a preliminary review of this plan at the Tuesday, November 21 Board of Education meeting. I will also share more specifics of the plan in upcoming newsletters. The Labor Day to Memorial Day calendar option will be explored with staff and must be negotiated with the Vandalia Butler Education Association. The Board will hold public hearings on the school calendar, and the calendar must have Board approval, which we do every spring, before implementation. I will share details about this process throughout the year as well. As a reminder, the cost reductions already implemented for this school year included: • 7 teaching positions not replaced. • 10 teaching assistants not replaced from retirements and resignations. • Administration reduction from retirement • Technology department brought in house from a contracted service. • $100,000 supplemental contracts reduction. These reductions totaled $2 million and, combined with the $1.2 million reductions (listed above) for the 24-25 school year, has helped to mitigate the deficit of revenue to expenses from not having new revenue from the levy request. Because of these reductions, we are not in the financial position we were last year where we showed a deficit balance in the third year of the five-year forecast and had to file a plan with the Ohio Department of Education on how we would address the projected deficit. Without new revenue, the cost reduction plan is how we have addressed this and improved the financial position of the district. A negative balance or deficit is not anticipated in the five-year forecast that will be presented for approval at the November 21 Board of Education meeting. The Board ‘s next decision will be whether to put a levy request on the ballot this spring, which will be held in March because of the presidential primaries. If the Board were to decide to do this, it would require several Board-approved resolutions to be filed with the county prior to December 8. This is a very quick turnaround after just learning the results of the levy last week, and a lot of information must be reviewed prior to making that decision. The Board may also decide to wait and go on the November 2024 ballot. Obviously, there are a lot of discussions and decisions to be made over the next several months. I will continue to update you on this process. As November is always a month to reflect on what we are thankful for, on behalf of the board and our staff I want to express our appreciation and thanks for the tremendous support we have in this community and district. Though we have challenges to work through, we have great support and are doing great things in this district! I wish all of you a Happy Thanksgiving! God Bless You All! Vandalia-Butler Strong! Bring Out the Best - A new mentor program between Butler and Morton students Students and staff enjoyed Halloween traditions throughout the district Veterans Day - Honoring All Who Served American Legion Post 668 | Flagpole Dedication The flagpole from Murlin Heights was restored by the American Legion, and a flag raising ceremony was held to commemorate the occasion. The Legion also presented our elementary schools with generous donations. Many former and current VBCSD staff came together to celebrate. With a new website that launched in February, 2023, it is updated regularly and we encourage families to use it as a valuable source of information. Click on the "events" icon at the bottom of the app, or the calendar on a desktop to view important school date information. The app's calendar also has a "subscribe" option to sync dates directly to your phone's calendar. Board of Education Information The next Board of Education meeting will be Tuesday, November 21 at 5:30pm in the Butler High School Lecture Hall . During this meeting, we will be recognizing our calendar artists ( click here to view the full calendar - a limited number of additional copies are available at the Board of Education office). The Board will also be reviewing the five-year forecast as presented by Treasurer/CFO Eric Beavers and discussing the next phase of reductions that will take effect during the 2024-2025 school year mentioned above in Superintendent O'Leary's message. This month’s newsletter contains important information for the month ahead, as well as updates on some Board of Education news. But, first, I want to thank you all for a great, spirited homecoming week. A special thanks to all our staff members for making it a memorable week. Second, want to let you know that Monday night, the Board of Education reviewed the list of cuts that were approved in March of 2023 (if new money is not passed by November of 2023). After much discussion, the Board decided to amend and reduce the list originally approved last March. The reason for this change is because the additional state funding received in the new biennium budget improved the district financial picture enough to keep us out of the red in the five-year forecast. This additional money in state funds was the reason the board was able to approve a lesser request for a levy on this November ballot (the 4-mill property levy that is on the November ballot is lesser in comparison to the 1% earned income tax request in May). While the additional state funding keeps us out of the red in the five-year forecast, the increase is not enough to keep us off the ballot because it doesn’t leave us with Board approved cash balances, which is why we are still on the ballot in November and why additional spending cuts were approved. The original spending cuts approved in March were to be enacted in the 2024-2025 school year if new money is not approved by November of 2023. Those spending cuts totaled about $2.8 million and consisted of: the reconfiguration of Demmitt and Helke Elementary, reducing transportation from the current 1-mile radius to the state minimum 2-mile radius, as well as reductions in elective classes at Morton and Butler, the reduction of specials at the elementary buildings, and counseling services in the district, to name a few. The new cost reduction plan approved Monday evening totals about $1.2 million (reduced from the original $2.8 million), and consists of: Reconfiguration of Demmitt and Helke which would reduce 3 teaching positions. The Board also discussed that if the levy fails in November, we will pursue a levy request in the May election. State Funding Advocacy Also, on a slightly different topic, in addition to this data that we continue to share, according to data compiled from the Ohio Dept. of Education’s District Profile Report as of FY2022: 1. VBCSD ranks 25th in lowest funded districts per pupil out of 25 districts in both Montgomery and Miami Counties. 2. VBCSD ranks 68th in lowest funded districts per pupil out of 69 in our entire Miami Valley region. 3. VBCSD ranks 36th in lowest funded districts per pupil out of all 613 public school districts in the state. In further investigating our rank as 36th lowest state funded district per pupil out of the 613 districts in the state, we have also discovered that in comparison to this group of 36 lowest funded districts, we have the 5th lowest Ohio Median Income, we have the 3rd lowest Federal Average income, and we are the 5th highest economic disadvantaged district in this group. All this shows – we don’t belong in this group! We are not funded appropriately by the state. We continue to make our case and advocate further with the state and county auditors. We will continue to update you on this topic until we have a resolve or further answers. Mr. Beavers and I have more meetings and follow ups planned and in the works. Last but not least, it is hard to believe we are already coming up on the end of the first grading period! Monthly Newsletter | September 2023 A Message from Superintendent Rob O'Leary Welcome to September! I would first like to thank all parents, students, and staff for a great start to the 2023-2024 school year. We have enjoyed a smooth transition back to the classroom and academics, and we are off to a great start in our extracurricular programs, too! I hope all our families enjoyed a relaxing, fun, Labor Day Holiday. Please take a few moments to read the information in this newsletter. It contains important information, updates, events, and reminders for the District. Property Tax Levy As I shared last month, the Board of Education voted to put a 4-mill property tax levy on the November 2023 ballot. This will cost a taxpayer who owns a $100,000 home approximately $140 per year. CFO/Treasurer Eric Beavers and I will be hosting an informational meeting about the levy on Wednesday, October 11 at 6:00 P.M . in the Performing Arts Theatre (PAT) at Butler High School. Montgomery County Auditor Karl Keith and Montgomery County Treasurer John McManus will be joining us to give updates from their offices and answer any questions you may have about this issue or anything regarding your property taxes in general. State Funding Advocacy Mr. Beavers and I continue to advocate for proper funding for our school district. We have had multiple meetings within the last month with the County Auditor’s office and a meeting at the state level with the Director of the Office of Budget and Management (OBM). We continue to contest and challenge these data points contained in the Ohio Dept. of Education’s District Profile Report as of FY2022: 1. This quest continues to lead us to more questions and fact finding, which we are actively pursuing in the hopes this can result in more state funding for the District. JULY 9, 2023 CURRENT NEWS Transition Today's e-newsletter is the last one that you will receive from me. As part of the transition process in preparing for the upcoming school year, our new principal, Mr. Buck Williamson, will be taking over the distribution of future e-newsletters. Thank you! My last day as principal of Butler High School is quickly approaching - July 31. It has been my honor and privilege to serve you and the Vandalia-Butler community for the last seven years. Butler High School will forever hold a special place in my heart. I will cherish the memories of my time with all the students, staff, families, alumni, and the communities of both the City of Vandalia and Butler Township. I really appreciate the blessing of working with you, and I most sincerely wish you continued fantastic success and growth in the future! Although my daily time is coming to an end, it is my intention to maintain a presence supporting our students and staff in their academic and co-curricular/athletic pursuits. Blake LaForce Memorial 41 Hope 5k Run/Walk Please spread the word and encourage all your friends and neighbors to join you in participating in the annual Blake LaForce Memorial 41 Hope 5k Run/Walk on Saturday, August 19 , 9 a.m. I plan to walk, and I invite everyone to walk with me (or run). The 41 Hope 5k raises money for the Blake LaForce #41 Memorial Fund, an endowment fund of the Vandalia-Butler and Dayton Foundations. The #41 Fund provides two annual college scholarships, one for a boy and one for a girl student athlete, as well for enhancing the athletic experience for Butler High School students. A portion of the proceeds also benefits The Leukemia & Lymphoma Society’s Tri-State Chapter. Vandalia-Butler Food4Kids Program Food 4 Kids is a wonderful program intended to help support the nutritional needs of young, developing children by providing food bags for students to take home over the weekend during the school year. Over summer break, food bags will need to be picked up at the Care4kids Office. This program is open to children residing in the Vandalia-Butler School District only and registration is required. Parents/Guardians of Class of 2024: Parents/Guardians The Ohio Department of Health requires parents/guardians of students entering the 12th grade to have their children vaccinated with the meningococcal vaccine to protect against meningococcal meningitis. A letter/form was mailed during the spring to all parents/guardians of next year's 12th graders. Proof of this vaccine is required in our Butler HS Clinic for seniors attending classes at both MVCTC and Butler no later than September 1. ( MVCTC does not collect proof of vaccinations; proof of the vaccine must come to Butler HS.) Class of 2024: Time to Schedule Senior Picture Easterling Studies is the contracted studio for the Butler yearbook. All seniors must have their yearbook and composite photo taken with Easterling Studios to appear in the yearbook and class composite. There will be a one-time opportunity to have your yearbook and composite photo taken at the school on September 1 at NO CHARGE. Only one photo will be taken at the school. If you would like to purchase a copy of the class composite, the cost will be $20 - OR - book a studio session with more variety indoors and outdoors. Alumni Courtyard Bricks Purchasing a brick in our Butler Alumni Courtyard is a fantastic way to honor a graduate, current, or future Aviator! Summer Jump Start 2023 The Montgomery County Educational Service Center in partnership with the Dayton Metro Library is available to help students to Jump Start their college search with individual appointments and to answer questions on all things #College and #Career. Jump Start is available to all high school students, and it is FREE. Topics include: scholarships, financial aid, applying to college, career coaching, developing your essay, campus visit questions, and creation of a to-do list. Sinclair College Events Sinclair Transition Office will be holding some drop-in registration days this summer in case any seniors need to still wrap up things. Monthly Newsletter | July 2023 A Message from Superintendent Rob O'Leary It is hard to believe it is already July! On the behalf of the Board of Education and the District, I wish you and your families a blessed, enjoyable, and relaxing Independence Day! As Ronald Reagan once said, “All great change in America begins at the dinner table.” I hope you enjoy some great meals over the Independence Day holiday and great change results for you, your family, and our district this summer and beyond! The following are a few updates from the district: The continuing update from the Board of Education: on Thursday, June 30, the board approved several resolutions of necessity to continue discerning what tax issue it will put on the November ballot. The resolutions of necessity go to the county auditor who then certifies the amount of revenue each tax would bring into the school district if approved by voters. The board will discern this information and ultimately determine which issue to proceed with at the business meeting on July 26 at 5:30 PM at the Board of Education Office. Advocacy at the state level Recently our Treasurer/CFO Eric Beavers, board member Mary Kilsheimer, and I met with our state legislators – Senator Steve Huffman, Representative Phil Plummer, and Representative Rodney Creech. The purpose of the meeting was to explain the inadequacy of state funding for our school district and to share data that supports this. We also advocated for an increase in funding for our school district in this upcoming two-year state budget. As the Dayton Daily News recently reported, there is a $1.8 million difference between the House and Senate proposals for our school district. The following is what we shared with the Dayton Daily News: Vandalia-Butler City Schools has struggled with inadequate state funding for over two decades. Because of the shortcomings from the state’s funding model, a heavy burden is placed on our community. For many years, our district was capped; however, we received $5.2 million annually in Tangible Personal Property (TTP) taxes. Now, with the implementation of the Fair School Funding Plan (FSFP) that began two years ago, the caps have been removed and the district no longer receives the more than $5 million in annual TTP funds. According to data compiled from the Ohio Dept. of Education’s District Profile Report as of FY2022: 1. VBCSD ranks 25th in lowest funded districts per pupil out of 25 districts in both Montgomery and Miami Counties. 2. VBCSD ranks 68th in lowest funded districts per pupil out of 69 in our entire Miami Valley region. 3. VBCSD ranks 36th in lowest funded districts per pupil out of all 613 public school districts in the state. The lack of state funding is the primary reason our board of education is holding a special meeting on June 29 to approve a resolution of necessity to be on the November 7, 2023, ballot for additional operating money. From Superintendent Rob O’Leary: The district continues to advocate for change. We recently met with Sen. Steve Huffman, Rep. Rodney Creech, and Rep. Phil Plummer to bring to light the funding shortfalls and the variances in the 2024 & 2025 biennium budget proposals. Through follow ups with Senator Huffman, the district is working with the Ohio Department of Taxation and the Ohio Department of Education to ensure appropriate residential and business values are being certified and used in the State funding formulas. Additionally, meetings are being scheduled by the Superintendent and Treasurer/CFO with the Montgomery County Auditor’s office and the Office of Budget and Management of Ohio to review the detailed values and calculations. “We found out the first year of my superintendency, six years ago, we were in the top 50 list of districts with the most funding lost by the state. From what we are seeing, to be 36th on that list now just doesn’t make sense. Ultimately, we are trying to figure this out and advocate for appropriate funding for our district. We appreciate the help from our state legislators in helping us get answers and advocate for appropriate funding.” From Treasurer/CFO Eric Beavers: “It is extremely frustrating and concerning that with the FSFP, which isn’t even fully funded yet, the Senate already wants to begin tweaking how the formula works and shift more burden onto our taxpayers. We will continue to advocate for a more balanced funding formula and capacity measure to hopefully lift some of the burden from our community.” We will continue to advocate for adequate funding for our school district and we encourage you to join us. Parents/Guardians of Class of 2024: Parents/Guardians The Ohio Department of Health requires parents/guardians of students entering the 12th grade to have their children vaccinated with the meningococcal vaccine to protect against meningococcal meningitis. A letter/form was mailed during the spring to all parents/guardians of next year's 12th graders. Proof of this vaccine is required in our Butler HS Clinic for seniors attending classes at both MVCTC and Butler no later than September 1, 2023. ( MVCTC does not collect proof of vaccinations; proof of the vaccine must come to Butler HS.) The 41 Hope 5k raises money for the Blake LaForce #41 Memorial Fund, an endowment fund of the Vandalia-Butler and Dayton Foundations. The #41 Fund provides two annual college scholarships, one for a boy and one for a girl student athlete, as well for enhancing the athletic experience for Butler High School students. A portion of the proceeds also benefits The Leukemia & Lymphoma Society’s Tri-State Chapter. Class of 2024: Time to Schedule Senior Pictures Easterling Studies is the contracted studio for the Butler yearbook. All seniors must have their yearbook and composite photo taken with Easterling Studios to appear in the yearbook and class composite. There will be a one-time opportunity to have your yearbook and composite photo taken at the school on September 1 at NO CHARGE. Only one photo will be taken at the school. If you would like to purchase a copy of the class composite, the cost will be $20 - OR - book a studio session with more variety indoors and outdoors. Students are recognized for their capacity to lead and serve, as well as their commitment to making a significant impact on their schools and communities. With the 35th class in 2023 - which included Butler High School 2023 graduate Hashem Albezreh , the Foundation has provided over 6,750 Coca-Cola Scholars with more than $81 million in educational support. 150 Coca-Cola Scholars are selected each year to receive this $20,000 scholarship. The Dirk Derrick Scholarship has a brief submission process, and applicants will be judged on their ability to convey the lasting effect an auto accident has had on their life as well as their journey to overcome those challenges. A letter/form was mailed recently to all parents/guardians of future 12th graders. Proof of this vaccine is required in our Butler HS Clinic for seniors attending classes at both MVCTC and Butler no later than September 1, 2023. ( MVCTC does not collect proof of vaccinations; proof of the vaccine must come to Butler HS.) Ally Sowers (Veterinary Science) who earned the State FFA Degree which is the highest degree the State FFA Association can bestow on a member! Ally also was a member of a team who competed in the Ohio Veterinary Science CDE. As a team they finished first in the State Veterinary Science CDE and qualified to travel to the National FFA Convention in the fall and compete in the National Veterinary Science Contest. Alexandria also was one of the top four highest placing students on the team, placing 12th overall! Dylan Gooch, a student in the Natural Resource Management program, competed as a member of a team - they finished second place in the state Environmental Natural Resources State FFA CDE! All seniors must have their yearbook and composite photo taken with Easterling Studios to appear in the yearbook and class composite. There will be a one-time opportunity to have your yearbook and composite photo taken at the school on September 1 at NO CHARGE. Only one photo will be taken at the school. If you would like to purchase a copy of the class composite, the cost will be $20 - OR - book a studio session with more variety indoors and outdoors. GUIDANCE NEWS Credit Deficient For any student is credit deficient, you need to contact your school counselor to arrange for credit recovery. ACT and SAT The final 2022-2023 opportunity to take the ACT will be Saturday, July 15 (registration deadline is Friday, June 16 ). CLICK HERE to register. CCP Transcript Request Don't forget to send your CCP transcript to your next school if you want college credit. Summer Jump Start 2023 The Montgomery County Educational Service Center in partnership with the Dayton Metro Library is available to help students to Jump Start their college search with individual appointments and to answer questions on all things #College and #Career. Monthly Newsletter | June 2023 A Message from Superintendent Rob O'Leary Welcome to summer vacation! Coming off of the recent Memorial Day Holiday, I write this letter on June 6, a day of remembrance for what is known as D-Day and the Allied Invasion of Normandy. The invasion of Normandy did not end the war, but certainly led to the victory of the allied forces. Many historians often refer to D-Day as the beginning of the end of World War II. When I think of D-Day, the word that comes to me is courage. I think of the courage of the soldiers battling for freedom’s sake and I’m so thankful for that. Thank you to all of the service men and women who have courageously served our country and all of the best to our recent graduates who have enlisted and will serve our country! When I think of courage, I also think of this community, and this district for the efforts the last several years. As was noted in the incredible graduation ceremony for the class of 2023 on May 22, our senior class battled through 4 years of adversity in high school – the first year was the beginning of the pandemic and the shutdown. Sophomore and Junior years were the two years of going to school in person through the entire pandemic. And senior year was the huge step back to normalcy. Our seniors, our staff, our community, and our district have shown so much courage. As I attend local, county, and state meetings, it is what we are known for and is certainly a product of this hard-working community. I am so honored to serve this courageous community. A lot of hard work was put into making the 2022-2023 school year a great success! I want to give many thanks to our parents, students, and staff for making this a great school year. We achieved many great things this year in the classroom, on the performance stage, and on the field. Students earned national academic awards, our marching band competed in the MSBA Class AAAA Championships for the first time ever, athletes and teams broke school records, earned League, Sectional, District, Regional, and even State honors. A lot of work from volunteers, parents, students, and staff went into this. Thank you!!! I wish you all a blessed, relaxed, and enjoyable summer! It is a well-deserved break. As we look ahead to the 2023-2024 school year, please see the link in this newsletter with important dates for the school year for your planning purposes. The following is a quick update from the Board of Education. As you know, with the failure of the May earned income tax request, the district must implement a cost savings plan that includes the following for the 2023-2024 school year: 7 teaching positions absorbed and not replaced from retirements and resignations. 10 teaching assistant positions absorbed and not replaced from retirements and resignations. Administrative reduction from retirement. Technology department brought in house a year earlier than anticipated (was previously a contracted service). $100,000 reduction in supplemental contracts. The Board is currently reviewing options to be back on the ballot in November of 2023 for some form of new revenue. Scenarios that were reviewed at the Board Workshop on June 5 and can be found in the attached documents. Additionally, it was shared that the Senate and House are currently deliberating the next two-year budget for Ohio School Districts. Based on FY2022 comparison of revenues by source for Miami County and Montgomery County School Districts, our District receives the lowest per pupil state funding out of 25 districts in the two counties. In July, the Board plans to make a decision on the amount and type of levy request for November. If new money is not passed in November of 2023, more cost saving cuts that will need to be made for the 2024-2025 school year, the biggest being reconfiguring Demmitt and Helke Elementary, reducing transportation from the current 1 mile radius to a 2 mile radius, as well as reducing elective classes at Morton and Butler, reducing specials at the elementary buildings, and reducing counseling services. I will continue to update parents through Parent Square on this topic in the months ahead and as the Board makes decisions for the November ballot. IN OUR DISTRICT On May 19, we held the 44th annual Butler Memorial Program. The program was a vision of former principal Mr. Wherry and history teachers Mr. Maenza and Mr. Hathaway saw it through. The program honors the memory of fifteen men and one woman from our community who lost their lives while serving our country. Forty-four years later, Mr. Dadey continues the tradition. A special thank you goes to all who participated and attended GRADUATION 2023 CLASS OF 2023 Congratulations to the class of 2023! Collectively, the Class of 2023 earned more than $8.4 million in scholarships and grants to continue their education.
