The budgeting process is ongoing and important and ensures our districts have the necessary resources to provide a high-quality education for our students. The Fiscal Year 2024 Revised Preliminary Budgets have been developed with this goal in mind, considering the cost of personnel, supplies, and equipment, as well as other expenses necessary for the smooth operation of our schools. Please note that these budgets will be finalized in February. Over the next several weeks, the school committees, educators, and school leaders will work to create Fiscal Year 2024 Recommended Budgets, which will be presented at the February school committee meetings.  We will hold public budget hearings at the March school committee meetings to answer any questions you may have. Martineau Superintendent of Schools ARHS Athletic Complex Project Update #GonkPlex For more information, please visit www.gonkplex.org The Beat -  Lunar New Year Begins on Sunday, January 22, 2023 Lunar New Year is an important celebration among East and Southeast Asian cultures, including Chinese, Vietnamese and Korean communities. The New Year celebration is usually for multiple days—not just one day, as in the Gregorian calendar’s New Year. In 2023, Lunar New Year begins on January 22. China’s Lunar New Year is known as the Spring Festival or Chūnjié in Mandarin, while Koreans call it Seollal and Vietnamese refer to it as Tết. Tied to the lunar calendar, the holiday began as a time for feasting and honoring household and heavenly deities and ancestors. The New Year typically begins with the first new moon that occurs between the end of January and spans the first 15 days of the first month of the lunar calendar—until the full moon arrives  (History.com Editors, 2010). Nutrition 68: A School Weekend Backpack Program for Children Who Face Food Insecurity This year, the Rotary Club of Northborough has continued sponsoring and providing volunteers for the Nutrition 68 program within the Northborough schools. This program hopes to fill the 68 hours of hunger that some school children experience between the free lunch they receive on Friday and the free lunch they receive on Monday by putting special backpacks of food in the hands of these children to carry them through the weekend. 100% of the donated funds received are used directly to support these children through the purchase of food and other necessary supplies to store and deliver food. All efforts are voluntary! No one gets paid! Food is either donated or purchased (by volunteers) and packed into backpacks, which are delivered to participating schools; a school employee gets the backpacks to the participating students by whatever means they decide works best for them. The students take the backpacks home on Friday afternoon and return them on Monday morning. Volunteers then pick the backpacks up from the office, refill them, and the cycle starts again every week through the school year.  The Rotary Club was able to run this program for the past four years with donations from the Rotary District, the club, Wegmans, and community members such as yourselves. December 10th marked Human Rights Day to commemorate the adoption of the Universal Declaration of Human Rights by the United Nations in 1948. The Universal Declaration of Human Rights states, “All human beings are born free and equal in dignity and rights.” The declaration’s values are recognized globally, reinforcing the basic rights and fundamental freedoms all human beings are entitled, including freedom from discrimination and the right to equality. The Univeral Declaration of Human Rights embodies critical values in our society, such as fairness, dignity, equality, and respect. As one looks at values outlined in the Declaration of Human rights, it is evident that these are as relevant today since their inception in 1948. Dear Parent(s) and Guardian(s),   On December 13, GBH premiered the documentary "In a Different Key." In a Different Key, presented by Boston public media institution GBH, centers on co-director and journalist Caren Zucker's search for the first-ever child diagnosed with autism, Donald Triplett.   The documentary tells the story of a mother who tracks down the first person ever diagnosed with autism, now an elderly man living in rural Mississippi, to learn if his life story holds promise for her autistic son. It not only delves into the history of autism and how it has been perceived and treated over the years, but it also explores the concept of neurodiversity, which refers to the idea that certain developmental disorders are normal variations in the brain and that people who have these disorders also have certain strengths. One of the things I appreciated most about "In a Different Key" was the way it highlighted the experiences of people on the autism spectrum, the challenges they face, and the efforts of advocates to create more inclusive and understanding communities.  Overall, "In a Different Key" is a thought-provoking and poignant documentary that I believe will be educational and inspiring for anyone who watches it. December is a month that holds special significance for many different religious traditions, and it is a time for us to come together as a school community to recognize and respect the beliefs of our diverse student body. One of the observances in December is Christmas, which is celebrated by Christians around the world on December 25th. This holiday commemorates the birth of Jesus Christ and is marked by the exchange of gifts, the singing of carols, and the display of decorations such as Christmas trees and lights. In addition to Christmas, there are many other religious observances that take place during December. For example, Hanukkah is a Jewish holiday that is celebrated over the course of eight days and nights, beginning on the 25th day of the Jewish month of Kislev. Hanukkah is a time for family and community gatherings, the lighting of the menorah, and the exchange of gifts. For a comprehensive list of holidays, I highly recommend visiting the Interfaith Calendar , which is fairly comprehensive (but not exhaustive), and includes a basic description of how the holidays are observed.   As we come together to celebrate the holiday season, let us remember to be respectful of the different religious observances that take place during this time and to celebrate the diversity of our school community. Gifts to Public School Teachers and Staff State Ethics Commission guidance on gift giving to public school teachers and staff In general, a public employee may not accept any gift worth $50 or more that is given because of the position he or she holds.  Public employees may accept gifts that are worth less than $50, but they have to disclose in writing that they have done so if, based on the specific circumstances, a reasonable person would think that the public employee might unduly show favor to the giver or the giver's child, or be influenced by the giver. The law prohibits gifts to public employees, not gifts to public agencies. You may give gifts to a public school or a particular classroom, and the $50 limit does not apply.  Your school district may have its own additional rules about gifts, which you should follow. ( Please click here to view the State Ethics Commission's message ) December: Human Rights Month In our continued efforts to raise awareness about cultures and identities represented by holidays and themes, we would like to share that December is Universal Human Rights Month. December 10th marks Human Rights Day to commemorate the adoption of the Universal Declaration of Human Rights by the United Nations in 1948. The Universal Declaration of Human Rights states, “All human beings are born free and equal in dignity and rights.”  The declaration’s values are recognized globally, reinforcing the basic rights and fundamental freedoms all human beings are entitled, including freedom from discrimination and the right to equality. The Univeral Declaration of Human Rights embodies critical values in our society, such as fairness, dignity, equality, and respect. As one looks at values outlined in the Declaration of Human rights, it is evident that these are as relevant today since their inception in 1948. After the close of the prior year’s budget and the launch of the current fiscal year budget, the upcoming fiscal year budget process begins. The budget process is a ‘means to an end,’ and the essential question that drives the budget process is:  “What resources are required for the upcoming fiscal year to support students' academic growth, maintain capital assets, and ensure the districts are implementing best practices?” Throughout the process, the District’s strategic plan, Vision 2026: Educate, Inspire, Challenge, and school improvement plans serve as catalysts for discussions and budget decisions. The budget process involves many stakeholders and represents a collaborative, iterative process. I’ve summarized the key milestones of the process below.   September-November - Budget Priorities and Initial Budget Requests An essential step in the budget process is the school committee’s development and approval of budget priorities in October. These guidelines establish the school committee’s priorities for the districts and are used by the leadership teams to develop their budget recommendation. The Superintendent and the Director of Finance work with directors, principals, curriculum leaders, and educators to identify the resources needed for the upcoming fiscal year. Furthermore, during October and November, the school committees’ Operational Budget Subcommittees convene to review initial budget requests and learn more about the forthcoming budgetary landscape.   Preliminary Budget The school committees’ first budget consideration occurs in December at regular school committee meetings. All school committee meetings are open to the public, posted with the Town Clerk(s), and the agenda is posted on the District website. The Superintendent presents Preliminary Budgets that incorporate projected expenses (E.g., contractual obligations to employees, utility rates, enrollment figures, assessment of special education population needs, and the current regular education program). The Preliminary Budgets also include a projection of additional resources that might be recommended during the upcoming budget cycle, above and beyond a level services budget. A "level services" budget delivers the same level of services that were delivered the previous fiscal year in the upcoming fiscal year. Recommended Budget In January or February, the Superintendent presents Recommended Budgets to the school committees at their meetings. The Recommended Budget includes input from directors, curriculum leaders, principals, and educators. It incorporates the school committees’ voted budget priorities, collective bargaining obligations, federal and state mandates such as the provision for Special Education, and elements of the District’s strategic plan,  Vision 2026: Educate, Inspire, Challenge .  The Recommended Budget reflects adjustments based on fiscal constraints and incorporates operational efficiencies and leveraged revenue sources. At the school committee meetings, the Superintendent and the Director of Finance review the Recommended Budgets to the school committee. At these meetings, the school committee members ask questions and discuss how the budgets align with  Vision 2026:   Educate, Inspire, Challenge,  and budget priorities. Additionally, in each town, the Financial Planning (Northborough) and Advisory Committee (Southborough) meet with the school committees, Superintendent, and Director of Finance to understand the budgets and the implications for the larger towns’ budgets. School Committee Approval During January and February, the school committees deliberate on the Superintendent’s Recommended Budgets. The budget deliberation process reveals the cost of the basic daily operations of the facilities, educational services, and the cost of maintaining excellence in teaching and learning. The school committees vote to approve/not approve the budgets. Public Hearing on the Fiscal Year 2024 Budget  a nd Town Meeting Vote A Public Hearing on the Fiscal Year 2024 Budget will be held at the March school committee meetings to hear the perspective of and answer questions from the public. Lastly, the budget and other fiscal matters are debated and voted on at the annual town meetings.  In the weeks and months ahead, the Fiscal Year 2024 budget process will unfold, and I will keep the community informed on the progress.  In the meantime, when developed, key Fiscal 2024 budget documents can be found on the  District’s Finance Department’s website . Dear Parent(s) and Guardian(s), I'm glad that I don't live in Buffalo, New York. I can't imagine four feet of snow in a twenty-four-hour period. Fortunately, that is not Northborough and Southborough's weekend forecast. In preparation for the winter months, I do want to review information regarding school cancellations, delays, and early releases.  While our goal is to remain in session, the safety of our students and staff is our highest priority. Every effort is made to make the call with as much notice as possible; however, there should be no expectation that any delay or cancellation will be announced before the day of school.  Like weather forecasting, the school-closing decision process is not a perfect science. However, it is important for families to understand how the process works. This FAQ document was designed to answer such questions. Who makes the decision about whether or not to close school? The Superintendent of Schools, in consultation with the Assistant Superintendent of Operations, Northborough’s Department of Public Works, Southborough’s Department of Public Works, and Northborough and Southborough police officials, makes the final decision by 5:30 AM or earlier. On rare occasions, a final decision may be made later than 5:30 AM. What information is gathered to aid in the decision? There are multiple factors used in deciding whether or not to close school: information on road conditions; snow accumulation predictions; building conditions such as electricity and heat; parking lot conditions; air temperature and wind chill; and estimated times from the Departments of Public Works as to when roads, walkways, and parking lots will be cleared of snow and ice. How is the information acquired? District staff monitors state and local weather forecasts. The Departments of Public Works and Northborough and Southborough police officials provide updates on neighborhood road conditions. What are parents’ responsibilities? The safety of your child is paramount. On days when weather conditions are questionable but school remains open, parents are free to exercise discretion and keep children home from school. Parents of young drivers are asked to reinforce winter weather driving skills: by allowing extra travel time, reducing speed, and not worrying about being late. How are days made-up? As per state regulations, students must attend school for a minimum of 180 days, and the school year must end by June 30. If school is closed due to weather, the day will be made-up at the end of the school year. How do power outages affect the decision? Inclement weather can affect the timeline for utility companies to restore electricity. If all school buildings have electricity, the goal will be to open school. Other factors also influence the decision, including whether a number of neighborhoods are without power. What is a delayed opening? Rather than close school for a whole day due to short-term weather situations, there may be days when the beginning of school will be delayed one hour, ninety minutes, or two hours. The school day will simply start later by the length of the delay. Bus pickup, therefore, will also occur later. For example, if your child is normally picked up at 8:35 AM, during a one-hour delayed opening, he/she will be picked up at 9:35 AM. Lunch will still be available, and dismissal will be at the regularly scheduled times. How is the public notified? It is recommended that you first rely on the resources above. Each station also posts school closings on its website. Respectfully, Gregory L. This appointment will be in effect until the annual election that will be held on May 9, 2023. The Beat - November Issue The Town of Northborough Scholarship Fund Needs the Community’s Support November is Scholarship Awareness Month. The cost of post-secondary education has skyrocketed. The availability of scholarships to high school seniors is important so they can meet their educational goals. The Northborough Scholarship Committee was established by the Northborough Board of Selectmen in 2001. It is currently comprised of six volunteer members, who are appointed to three-year terms by the Board of Selectmen. The goal of the Committee is to recognize high school senior students who reside in Northborough and provide them with some financial assistance for their post-secondary education.   The Northborough Scholarship Committee is asking the community to help support the academic journeys of Northborough high school seniors. The Scholarship Fund does not receive any money from the town budget; it relies solely on the generosity of the community. The scholarship awards are based on available funds. In 2022, a total of $1,800 in scholarship funds was awarded to five recipients in the Class of 2023: Brianna Boeckeler, Aislin Campbell, Erik Lin, Paulina Paradise, and Jason Subat. Consideration is given to the student's academic standing, financial need, employment and community service experiences, school/extracurricular activities, letter of recommendation, and essay. There are three easy ways to contribute to the Scholarship Fund: Donate online at www.town.northborough.ma.us/scholarship-committee. Donate by check. Mail or use the drop-off box in front of the town hall:  Town of Northborough -Scholarship Committee, 63 Main Street, Northborough, MA 01532. Add your donation to your tax payment. The portion of the property tax bill, which you return with your payment, gives you the option to voluntarily donate to local funds, including the Scholarship Fund.
