Referendum FAQs, Part 2: The Facts, the Impact & Accountability Does the ballot’s $492 figure mean an additional $492 in taxes? Are transfer students costing BGCS money? What could happen if the referendum does not pass—and could Beech Grove lose local control of its schools? In Part 2 of our Referendum FAQ series, we’re answering these questions while also explaining how the district will ensure accountability and how long the referendum would remain in place. Submit it here. #BelieveInOurFuture Referendum FAQs Part 2 The ballot says the referendum will add $492 to the annual tax bill for a median-value home. Is that true? NO! The $492 shown on the ballot is not an additional $492 on top of what homeowners currently pay. The state-required ballot language calculates the full cost of the referendum as though it were entirely new. It does not subtract the cost of the existing operating referendum approved by Beech Grove voters in 2020. This proposal would replace the current referendum rate of $0.55 with an estimated rate of $0.53 per $100 of assessed value in 2027. A median Beech Grove homeowner is estimated to pay approximately $6.76 less in referendum-related property taxes in 2027 than in 2026. This is a replacement, not an addition. Actual tax impact will vary by property - please use the calculator to determine your property's impact. Are transfer students costing us money? No. State education funding follows students, so transfer students bring additional revenue into the Education Fund. Those dollars support classroom instruction, student learning, teachers, staff and educational programming. Operating referendum dollars support a different set of needs, including transportation, building maintenance and utilities, custodial services, and student safety and security. These operational costs exist regardless of transfer-student enrollment, and BGCS does not provide transportation to transfer students. Transfer students add value to our schools. They are not the reason for the operating referendum. What Happens if the Referendum Does Not Pass? Without continued local support, we would be required to reduce our annual budget by approximately $4,000,000 across both the Education Fund and Operations Fund. These reductions would not be isolated to one program or department. They would impact students in every school, every day, and require difficult decisions across nearly every area of district operations. Potential impacts could include: Transportation Reductions Reduced bus routes and expanded walking zones Fewer transportation services for students and families Student Support and Staffing Reductions Reductions in counselors, instructional support staff, coaching positions, and school leadership roles Fewer supports available for students and families Academic Program Impacts Reduced instructional supports and student services Impacts to extracurricular opportunities and enrichment programming Operations, Safety, and Facility Impacts Reduced custodial and maintenance services Deferred facility improvements and infrastructure needs Fewer school safety resources, including School Resource Officer support These would not be temporary adjustments. These reductions would become long-term realities for district operations and would fundamentally change the educational experience available to students. The question is not whether reductions would occur. The question is what Beech Grove wants its future to look like. Could BGCS lose local control of our schools? Yes. If the referendum is not approved, current financial projections show BGCS operating at a deficit by 2030. Continued financial instability could trigger state intervention and place local control of our schools at risk. State intervention could mean increased state oversight, changes in district governance, consolidation or reorganization, or potentially placing schools under outside or charter management. In those circumstances, decisions currently made locally by our elected School Board and Beech Grove community could instead be made by entities outside our community. The referendum is about more than maintaining essential services—it is also about protecting the long-term financial stability and local control of Beech Grove City Schools. How will the district ensure accountability? We are committed to transparency and responsible stewardship of taxpayer resources. The district regularly shares financial information publicly through board meetings, financial reports, presentations, and the district’s Financial Transparency Portal. The district will continue providing updates so community members can understand how funds are being used and how investments support students and schools. Your Schools. Your Investment. How long would the referendum last? Will you be asking for more money again in 2 years? If approved, the operating referendum would be authorized for no more than eight years. An operating referendum is not permanent. To continue referendum funding beyond this period, Beech Grove City Schools would need to return to voters for approval within the eight-year term. Voters would again have the opportunity to decide whether to continue the funding. Under current Indiana law, school referendum questions may only appear on the ballot during a general election in an even-numbered year. Because of this requirement, BGCS may need to seek renewal before the full eight-year period has ended in order to avoid a gap in funding. From Our Classrooms to the Voting Booth One of the great privileges of public education is that we are preparing our students for much more than graduation. We are preparing them to become engaged members of their communities. One of the most meaningful ways they can participate is by exercising their right to vote. I was reminded of that during Indiana’s primary election in May. I happened to run into several of our Beech Grove High School seniors who were voting for the very first time. There is something incredibly special about watching a young person walk into a polling place for the first time, knowing that he or she now has a voice in decisions that affect our community, our state and our country. These are students we have watched learn and grow, and suddenly, there they are—participating in our democracy as voters. Civic engagement is an important part of what we want for our students. In our classrooms, students learn about government, history, citizenship, differing perspectives and the responsibilities that come with living in a democracy. But civic engagement is more than something we teach. It is something our students eventually get to do. That is why I want to remind our BGCS families about an important upcoming deadline. Registering—or simply checking your current registration—is easy. Indiana residents with a valid Indiana driver’s license or state-issued identification card can register online through Indiana’s Voter Portal at https://indianavoters.in.gov/. The same site allows you to check your registration status, update an existing registration, find voting information and eventually see who and what will appear on your ballot. This year’s ballot will also include the Beech Grove City Schools 2026 “Believe in our Future” Operating Referendum, so I especially encourage our community members to take the time to learn about the issue before casting their ballots. Our role as a school district is to provide accurate information so voters can make their own informed decisions. The Challenge Indiana school funding has changed dramatically over time. Beech Grove City Schools faces unique financial pressures because our district receives almost no meaningful local Operations Fund revenue due to Indiana property tax cap limitations. While many districts rely upon local property tax growth to support transportation, maintenance, custodial services, safety, and operations, Beech Grove’s property tax structure significantly limits our ability to generate those resources. Recent legislative changes—including Senate Enrolled Act 1 (SEA 1)—have added additional financial pressures and reduced long-term predictability. For Beech Grove, these challenges are compounded because: Property tax caps significantly reduce Operations Fund collections Our district has limited assessed valuation diversity Revenue growth has not kept pace with increasing costs Essential services continue becoming more expensive These factors create long-term structural challenges that cannot simply be solved through cost reductions alone. Why does Beech Grove need local support? Can't BGCS just "tighten their belt" more? We face unique financial challenges that limit local Operations Fund revenue. Indiana property tax caps and funding structures significantly reduce the district’s ability to generate local operational funding compared to many districts across the state. At the same time, expenses for transportation, maintenance, utilities, safety, and operational services continue to increase. Over time, the district has reduced administrative costs, reorganized staffing structures, pursued grants, expanded enrollment opportunities, and implemented efficiencies whenever possible. Those efforts have helped, but they cannot fully offset long-term structural funding challenges. What has BGCS already done? Before asking the community for support, we have worked aggressively to maximize efficiency and reduce costs. District actions have included: Reducing administrative overhead – elimination of 6 district administrators Reorganizing district leadership structures Using attrition to reduce staffing expenses Pursuing competitive grants Expanding transfer enrollment opportunities Leveraging virtual school revenue strategically Conducting competitive contract reviews Prioritizing long-term maintenance planning These efforts have helped protect classrooms and students while preserving financial stability. Is this a NEW referendum? No, this is NOT a new referendum. Beech Grove voters approved an Operating Referendum in 2020. The proposed 2026 referendum would replace the existing referendum and continue support for essential district operations. This effort is intended to maintain important services already in place—not create a new program or add entirely new spending categories. How are referendum dollars used? Proposed referendum dollars would support core operational services that students and families depend upon every day. Priority areas include: Safe and reliable school bus transportation services Safe and well-maintained facilities Student safety and security initiatives, including School Resource Officers Operational functions that help schools run safely and efficiently These funds support the day-to-day operations necessary to provide strong schools for students and families How much would this cost me? For a home with a market value of approximately $185,700, the proposed referendum is projected to cost less than what the homeowner currently pays. In 2027, the median homeowner is estimated to save approximately $0.57 per month—or $6.76 for the year. Over the eight-year life of the referendum, the median homeowner is projected to save approximately $127.74 compared with the current payment level. Because Indiana property tax bills are affected by tax caps and each property owner’s individual circumstances, the actual impact will vary by property. As part of our “Why I Vote” feature, Jason Thornbury, SGM, USA (Ret.), Senior Army Instructor at Beech Grove High School, shares how his military service shaped his appreciation for the right to vote: “I vote because I believe citizenship comes with both rights and responsibilities. My military service helped shape that belief. During my service in Afghanistan, I had the privilege of helping ensure that Afghan citizens could safely exercise their right to vote in their country’s inaugural presidential election. Seeing people participate in that process, many for the first time, gave me an even greater appreciation for a right that can sometimes be taken for granted here at home. To me, voting is more than a right; it is a civic duty. Upload photos HERE! 95%: What’s Possible When a Community Believes in Our Future I am incredibly proud to share some exciting news with our community: Beech Grove High School’s graduation rate for the Class of 2026 reached 95%! Five years ago, when I began serving as Superintendent, our graduation rate was approximately 80%. To see that number climb 15 percentage points in five years is an extraordinary accomplishment. Behind that 95% are young people who walked across the stage with a high school diploma and opportunities ahead of them. There are teachers, counselors, administrators and staff members who refused to give up on them. And there are families who supported and encouraged them every step of the way. BGHS also surpassed Indiana’s 60% FAFSA completion goal, helping ensure more of our students have access to financial aid and opportunities for education and training after graduation. Our 21st Century Scholar rate of completion was an astonishing 93.9%! At the same time, our students have more opportunities to discover their interests and prepare for their futures. From Biomedical Sciences, Engineering and Career and Technical Education to FFA, JROTC, Band, Choir, athletics and opportunities to earn college credit, we are working to ensure our students have meaningful choices and pathways. As we celebrate these accomplishments, there is an important connection to the conversation our community is having about the November 3 Operating Referendum. All of these opportunities depend upon some very basic things. Our students have to be able to get to school. They need schools that are safe and secure. They need buildings that are clean, maintained, heated, cooled and operational. Transportation, custodial services, building maintenance, and student safety and security aren't necessarily the parts of education that receive the most attention. But they provide the foundation that allows teaching, learning and all of these opportunities to happen every day. These are the essential services supported by our current operating referendum and the replacement referendum on the November ballot. As our community learns more about the referendum and considers this important decision, I hope we also take great pride in what our students and staff are accomplishing. 95% is more than a number. August 28, 2026 A Lasting Tribute: Honoring our Veterans Friday evening was one we will not soon forget. 🇺🇸 Beech Grove City Schools was deeply honored to dedicate our new Veterans Memorial; a lasting tribute to the courageous men and women of the Beech Grove community who have served, and those who continue to serve, our nation. It was a beautiful evening filled with meaningful words, powerful moments, and heartfelt gratitude. We are incredibly thankful to our speakers, special guests, students, staff, and community members who joined us for this very special occasion. Most importantly, to our veterans and active-duty service members: thank you. Thank you for your courage, your sacrifice, and your commitment to protecting the freedoms we cherish. It is our privilege to honor you, not only through this memorial, but through the gratitude and respect it represents for generations to come. God Bless America. 🇺🇸 Veterans Memorial Full Album New Financial Information Brings Lower Estimated Referendum Rate Recently, I have been spending time throughout Beech Grove talking with residents about the operating referendum that will appear on the November 3 ballot. I have appreciated every question, conversation, and opportunity to help community members better understand the facts. We recently received very positive financial news: the City of Beech Grove’s certified assessed valuation came in higher than projected. Because the referendum is capped at $4.4 million in annual revenue, the estimated tax rate needed to generate that amount has decreased from the proposed maximum rate of $0.57 to approximately $0.53 per $100 of assessed value. The levy was intentionally capped so the district will not collect more than the amount identified for these essential services. As assessed valuation increases, the rate needed to generate the capped amount decreases. Based on the latest certified information, the median Beech Grove homeowner is projected to pay less for the operating referendum than under the current referendum. Every property is different, however. Assessed value, deductions, tax caps, and other individual circumstances can affect the final impact. We have updated the BGCS website and referendum calculator with the latest information, and we strongly encourage homeowners to use the calculator to estimate the impact for their own property. Residents who rent a home or apartment do not receive or directly pay a property tax bill; property taxes are assessed to and paid by the property owner. The referendum would replace the current operating referendum and continue funding four essential areas: Student transportation Building maintenance and utilities Custodial services Student safety and security, including our school resource officers My responsibility is to ensure that our community has accurate, clear, and current information before voting on November 3. A Lasting Tribute: Honoring Our Veterans

Friday evening was one we will not soon forget. Beech Grove City Schools was deeply honored to dedicate our new Veterans Memorial;  a lasting tribute to the courageous men and women of the Beech Grove community who have served, and those who continue to serve, our nation. It was a beautiful evening filled with meaningful words, powerful moments, and heartfelt gratitude. We are incredibly thankful to our speakers, special guests, students, staff, and community members who joined us for this very special occasion. Most importantly, to our veterans and active-duty service members: thank you. Thank you for your courage, your sacrifice, and your commitment to protecting the freedoms we cherish. It is our privilege to honor you, not only through this memorial, but through the gratitude and respect it represents for generations to come. Your devotion and heroism will forever remain in our hearts. Updated projections show that the median Beech Grove homeowner is now projected to pay LESS in 2027 than in 2026. Dr. Laura Hammack will explain this updated information, along with what it means for our community and the upcoming referendum. Hornet Blast Believe in our Future! August 14, 2026 The Heart of Beech Grove Hornet Hero Spotlight: Kevin Kinder Sometimes the best examples of what we're about happen in the middle of an ordinary day. This week’s Hornet Hero is Kevin Kinder, Routing and Trip Coordinator for Beech Grove City Schools, whose simple act of kindness during Kindergarten Round-Up became a perfect example of what it means to put people first. As families gathered at Hornet Park Elementary for Kindergarten Round-Up, severe weather began moving into the area. By the end of the evening, the skies had darkened, heavy rain was falling, and winds were reaching nearly 60 mph. One family was still waiting for an Uber that was approximately 30 minutes away. Kevin didn’t hesitate. He ran through the pouring rain to his truck, drove to the bus barn, picked up an activity bus, returned to Hornet Park and personally drove the family home safely. It wasn’t something he was asked to do. He simply saw a family who needed help and found a way to help them. Margaret Stanley, who nominated Kevin, summed it up beautifully: “Kevin, you reminded me tonight what Beech Grove City Schools is all about. We’re about family. Kevin treated this family like he would his own.” Kevin has been part of the BGCS family for more than 10 years. He and his wife, Hope, have five children: three BGCS graduates and two who are still students in the district. Outside of work, Kevin enjoys camping, traveling, PC gaming and tabletop gaming. For Kevin, Beech Grove isn't simply where he works. It's his family's school district, too. And on a stormy evening at Hornet Park, he demonstrated the kind of care and connection that make our small school community so special. Kevin, thank you for seeing a need, stepping in without hesitation, and reminding us that sometimes making a Big Impact starts with one small act of kindness. Our student-athlete leaders spent the day learning from outstanding speakers, participating in the Indiana Criminal Justice Institute’s “Rule the Road” driving safety program, and gaining a greater understanding of the impact of Special Olympics Indiana. They also enjoyed a guided tour bus ride around the legendary Indianapolis Motor Speedway, experienced the famous Indy 500 track up close, and, of course, kissed the bricks!
