    Meeting Update   |  May 30, 2025   For Reference:   Upcoming School Committee Meetings School Committee Policies District Strategic Plan School Committee Contact Information Superintendent's Report Assistant Superintendent's Report Meeting Highlights: Members of the Harvard Energy Advisory Committee presented the Decarbonization Plan. If the town and the schools approve the  Decarbonization Plan, the organization will be able to apply to become a Climate Leader and be eligible for up to $1 million dollars of grant funds every three years.The presentation was concluded by sharing the next steps, including the School Committee and Select Board’s approval of the Decarbonization Roadmap, and a signed letter sent to the Department of Energy Resources noting the vote to adopt the plan. The School Committee Members discussed and approved an addendum to the Bromfield Middle School Handbook, aligning it with the district's core values. The Policy Subcommittee members shared their ongoing work on developing an AI policy for the school district. They discussed the need for balance and criticality in approaching AI use, as well as the importance of providing clear guidelines for teachers and students. The committee aims to have a policy ready for the start of the upcoming school year. The School Committee discussed the superintendent evaluation process and their own self-evaluation. For the superintendent evaluation, members will use a rubric focusing on specific goals and standards, with a due date of June 30. With regards to the School Committee self-evaluation, they agree that the evaluation outcome should be aligned with their goals of continuous improvement as well as identifying strengths and areas for growth. The School Committee shared the process of hiring a new superintendent. Ms. Besse, School Committee Chair, had a conversation with MASC, Massachusetts Association of School Committees. The Association provided guidance on timeline and options for the search process. Lastly, the committee discussed the importance of transparency and community involvement. Please welcome our new Administrative Assistant to the Superintendent: Jennifer (Jenny) Wright I am pleased to announce that Jennifer Wright will be joining the  Harvard Public Schools as our new Administrative Assistant to the Superintendent and School Committee, replacing Caitlin Lelievre in this role. She will also manage paperwork for new hires, HR questions, contracts, communication, scheduling and more. Jenny began her new role on Monday. Jennifer brings a wealth of experience and a strong educational background to the position. With nearly two decades of experience as an eighth-grade English teacher and then serving as an administrative assistant to the principal at Carlisle Public Schools, Jenny has demonstrated a deep understanding of school operations and support. She holds a Master’s degree in English. In her prior role, Jennifer has been described as a highly organized, efficient, and dependable team member who consistently brings exceptional attention to detail and a positive, solutions-oriented attitude. She managed many critical responsibilities, including office communications, scheduling, document writing and proofreading, student records, and event coordination—all while maintaining the highest levels of confidentiality and professionalism. As part of my role, I shared resources, lessons, and events with all staff. Invitation to Participate Follow Up From The Anxious Generation  Over 100 community members and educators gathered at HES for an in-person public forum to discuss the book  The Anxious Generation . The following day, the Leadership Team debriefed to reflect on our conversations with families during the event. We began outlining a process to strengthen our partnership with families from that discussion. Our initial efforts are focused on  three key areas:  student access to phones, opportunities for Free Play, and the use of technology on school devices. We plan to start an advisory group to begin the review process. If you are interested in being considered for the advisory group, please fill out this form.     District Newsletter | April 2025       Important Dates     4/6: Half Day 4/10: Middle School MCAS 4/11:  Middle School MCAS 4/18: No School 4/21-4/25: April Break HARVARD PUBLIC SCHOOLS Dr. Linda Dwight, Superintendent ldwight@psharvard.org https://psharvard.org/ @harvardpublicschools Superintendent's Message Dear Families of Harvard Students, Enrollment and the Budget Student enrollment in our district has begun to rise again following a low point of 1,009 students in 2020—the smallest number in over 20 years. Currently, we serve 1,028 students, and projections indicate that number will grow to 1,138 over the next five years. These estimates are based on annual birth rates and do not account for the potential impact of major residential developments in Harvard or Devens. Over the past two decades, our student population has ranged from a high of 1,338 in 2006 to our current enrollment. During this time, we have also seen increasing diversity in both socioeconomic status and learning profiles. In particular, there has been a 7% increase in students identified as “high needs,” rising from 18% in 2020 to 25% in 2025. According to the Department of Elementary and Secondary Education (DESE), high needs students include those with disabilities, current or former English learners, and low-income students. These students often require additional academic and social-emotional support to thrive in school. Despite these changes, our students continue to perform at high levels. According to 2024 standardized assessments, our 10th-grade students (by %) achieved the following proficiency or advanced levels on the MCAS tests: English Language Arts : 94% Mathematics : 88% Science : 88% These results reflect the strong partnership between families and schools, as well as the dedication and expertise of our educators. While our scores exceed the state average, we are committed to continuous improvement and ensuring every student can succeed. To support this goal, appropriate staffing levels and consistent financial backing are essential. On  May 3rd  and  May 6th , our community will be asked to continue funding the Town of Harvard’s services and staffing needs—an investment that sustains the high-quality education that defines our schools. Here is our  recording , we had 76 registrants in total and 29 attendees, which is the highest number of both we've had so far! This includes students who receive special education services, those on 504 accommodation plans, English learners and students who are experiencing home instability.   New Massachusetts IEP Form:  Starting this fall, Harvard is transitioning to the New Massachusetts IEP Form.  The New IEP form is designed using easier to understand language and is centered around the student’s strengths and vision.  Special education staff have participated in trainings and work sessions to familiarize themselves with this new document.  Harvard has developed district forms and processes in hopes of creating a smooth and consistent experience for parents and caregivers.  For children receiving special education services, parents and caregivers can expect their next IEP meeting to use the New IEP form.   Below are resources to learn more about the New IEP, including a presentation from Spring 2024.   • School Committee Update - March 24, 2025

    Meeting Update   |  March 24, 2025   For Reference:   Upcoming School Committee Meetings School Committee Policies District Strategic Plan School Committee Contact Information Meeting Highlights: The Budget Hearing for FY26 took place which included a presentation and discussions between School Committee and community members. To view the full budget presentation, please visit the district website .  Members of the Harvard Energy Advisory Committee presented on the Zero Emission First Vehicle (ZEV) Policy . School Committee members ultimately decided to wait to vote on this issue and will revisit it at a future meeting.  School Committee members discussed the results of the feasibility study performed for the Small Land parcel. Unfortunately, due to the grade of the land, it appears this will not be a good location for athletic fields. Members will reconsider a potential land swap at a future meeting after revisiting some of the original details that were shared in the fall.  Other noteworthy agenda items: Dana Labb shared his Assistant Superintendent update .   Dr. Linda Dwight shared her Superintendent update .  Dr. Dwight shared a prepared memo outlining her recommendation for School Choice for the 25-26 school year. The School Committee voted to approve Dr. Dwight's recommendation as presented.  Future meeting dates and agenda items: The School Committee will have meetings on April 14th and April 28th. Agenda items will include: revisiting the ZEV Policy and the land swap discussions, reviewing the School Committee Operating Guidelines, and reviewing the calendar for summer meeting dates.

  • School Committee Update - March 10, 2025

    Meeting Update   |  March 10, 2025   For Reference:   Upcoming School Committee Meetings School Committee Policies District Strategic Plan School Committee Contact Information Meeting Highlights: Tegan Allen, Student Representative, shared that the Bromfield Science Fair was this past Friday and the Juniors are planning a Juniors vs. Seniors game night. The Junior Class is also planning a field trip. Gwyneth Poutasse, Student Representative, added that there is some planning going on for the Senior vs. Staff game night and she said each grade is planning their own game night either during Flex or after school. Arthur Chang of NADAAA, an architecture and design firm, shared a presentation with the School Committee that outlines recommendations to improve The Bromfield School. Mr. Chang outlined the current conditions of Bromfield before discussing possible expansions and improvements. The areas he highlighted were the security of the main entryway, a middle school expansion, conversion of the courtyard, improvements to the lower level classrooms, and an extension to the athletic wing. Mr. Chang reviewed the existing conditions in each of these areas while focusing on potential challenges and opportunities. He then presented a number of options at various price points to make improvements in each area. Other noteworthy agenda items: Dana Labb shared his Assistant Superintendent update .   Dr. Linda Dwight shared her Superintendent update .  Dr. Dwight shared a prepared memo requesting School Committee approval to submit a Statement of Interest (SOI) to the Massachusetts School Building Authority's (MSBA) Accelerated Repair Program. If approved, the district would receive a grant to assist with the cost of improving the heating and cooling system at Bromfield. The Committee voted to approve the request and confirmed that submitting a SOI is non-binding. Mandy Ostaszewski, Director of School Finance and Operations, spoke to the Committee regarding the FY25 year to date spending and reviewed the general and revolving funds. She noted that the district is still in a budget freeze so is only spending when it is deemed absolutely necessary. Ms. Ostaszewski reviewed a  prepared memo regarding exercising a contract extension for an optional fourth year with Dee Bus. The district recommends approving a contract extension as the current market conditions are not favorable to better pricing and the School Committee voted to approve it. Future meeting dates and agenda items: The next School Committee meeting is scheduled for March 24th and will include a budget hearing. Upcoming agenda items will include the EV First policy, preventative maintenance being done in the district, and the land swap.

We want to reassure students and their families that we will continue to provide a safe and supportive school environment for all. We wanted to share information about protections provided by the state of Massachusetts and our school district. Fortunately, our state has been ahead of the national response in the care of students. The Acting Commissioner of Education, Russell Johnston, recently sent out the following details in his  newsletter :  The Department of Elementary and Secondary Education's Educational Vision remains unchanged. In its simplest form, it is to create a public education system where every student is seen, heard, and valued and where all students have the opportunity to thrive. This work remains firmly grounded in Massachusetts General Law Chapter 76, Section 5 , which prohibits discrimination in public schools based on race, color, sex, gender identity, religion, national origin, or sexual orientation, and the Massachusetts Constitution , Article CXIV of which prohibits discrimination based on disability. Massachusetts schools remain responsible for providing a safe and supportive learning environment for all students, and this responsibility under state law is not impacted by recent executive orders at the federal level. Our guidance on nondiscrimination on the basis of gender identity in public schools is unchanged. It is essential that schools should continue their support for marginalized students — including LGBTQ students — to reinforce that they belong in their school communities. Research consistently demonstrates that when schools take proactive steps to foster inclusivity - through strong policies, affirming practices, and supportive educators - students experience improved mental health, academic success, and overall well-being. School and district leaders are strongly encouraged to continue implementing policies and practices that protect all students, including transgender and nonbinary students. The Safe Schools Program for LGBTQ Students is available to provide training, technical assistance, and implementation support to help schools uphold these commitments. The primary goal is to help prevent a more restrictive educational or out-of-home residential placement. The Residential Prevention Program does this by creating an individualized plan of supports for the participant that promotes skill building, independence, and social integration across multiple settings including the participant’s home, school, and community.   - The program provides students and their families: - The chance to have in-home supports including senior level therapists and skills trainers - A dedicated navigator agency to identify and hire staff - Life-long skills development - Opportunities to practice skills in their home setting and community This Open Interest period is offered to refresh the list of interested students and families. The DESE/DDS Residential Prevention Program is near capacity; however, new participants are added from the Interest List as spaces become available. The DESE/DDS Residential Prevention Program has moved to an online submission process. Please complete the  online Open Interest Form here .   • School Committee Update - February 10, 2025

    Meeting Update   |  February 10, 2025   For Reference:   Upcoming School Committee Meetings School Committee Policies District Strategic Plan School Committee Contact Information Meeting Highlights: Tegan Allen, Student Representative, shared that this week is Spirit Week at Bromfield and that the third quarter just started. Gwyneth Poutasse, Student Representative, shared that students have been talking about the Presidential Award in Flex and have also been making Valentines Day cards for nursing home residents. She added that Juniors are selling a sweet treat this week to fundraise. Members discussed the work being done by the Transportation Advisory Commission (TAC) to increase connectivity of Harvard with surrounding towns via bike and pedestrian pathways. The TAC has proposed a path that would connect Harvard and Devens at the end of Old Mill Road in Harvard under the railroad overpass to Patton Road in Devens via the Red Tail Golf Course. School Committee members were enthusiastic about this project and voted to support the TAC's proposed project. A vote of support will not lead to any financial commitments now or in the future.  Other noteworthy agenda items: Dr. Linda Dwight was unable to attend the meeting, but she prepared her Superintendent update beforehand.  Dana Labb shared his Assistant Superintendent update .   Mandy Ostaszewski, Director of School Finance and Operations, reviewed a memo outlining recommendations for revenue increases and expense reductions in FY26. Committee members voted to approve the recommendations as presented.  Committee members approved policy IJNDB (Use of Technology in Instruction). School Committee members reviewed their goals for the 24-25 school year .  Future meeting dates and agenda items: The next School Committee meetings are scheduled for February 24th and March 10th. Agenda items will include the space study and a discussion with the Harvard Energy Advisory Committee (HEAC).

Your generosity is greatly appreciated. We also extend our gratitude to the Harvard Schools Trust and the PTO for their extra grant awards, which help fund areas of need and enrichment. These additional funds are especially valuable as we navigate a tight budget season for the 2024-25 school year. Budget Challenges & Planning This year’s budget constraints are due to several factors, including the unanticipated lack of access to a building rental account, and increased transportation expenses. Unexpected pressures on the budget include additional resources needed to support the needs of our students. As we carefully manage spending to maintain a balanced budget for the current school year, we are also progressing through the budget process for next year. School district leaders recently met with members of the Finance Committee and Select Board to address questions about the proposed budget for the 2025-26 school year. Following these discussions, the Finance Committee will collaborate with the Select Board to finalize a budget, which will be presented to community members at the All Town Meeting on May 3, 2025. Understanding the Budget Approval Process Current budget requests of the school district and other town departments exceed the 2.5% tax increase limit. The Select Board will determine whether to propose an override and, if so, the amount. The school district’s FY26 budget presentation was shared in two School Committee meetings in November: November 12, 2024 – View starting at approximately 1:00. This includes students who receive special education services, those on 504 accommodation plans, English learners and students who are experiencing home instability.   New Massachusetts IEP Form:  Starting this fall, Harvard is transitioning to the New Massachusetts IEP Form.  The New IEP form is designed using easier to understand language and is centered around the student’s strengths and vision.  Special education staff have participated in trainings and work sessions to familiarize themselves with this new document.  Harvard has developed district forms and processes in hopes of creating a smooth and consistent experience for parents and caregivers.  For children receiving special education services, parents and caregivers can expect their next IEP meeting to use the New IEP form.   Below are resources to learn more about the New IEP, including a presentation from Spring 2024.  New IEP Parent/Caregiver Slides Spring 2024 New IEP Parent/Caregiver Zoom Passcode: L+.od0h8 DESE: IEP Improvement Project - Special Education FCSN:  The New IEP Form Digital Signature: Harvard uses Digital Signature through the PowerSchool Special Programs application to obtain parental consent for Special Education and Section 504 documents.  When a document is ready for signature, you will receive a notice through PowerSchool Special Programs.  You will first be asked to agree to the use of Digital Signature which is non-binding to any portion of the IEP or 504.  Use of Digital Signature is completely voluntary.  If you wish to receive paper or pdf copies of documents, please let your child’s special education liaison or the designated 504 coordinator know.   PARENT/CAREGIVER RESOURCES:  New Mass Literacy for Families and Communities resource: The Mass Literacy Guide has been empowering educators since 2020 with practical strategies and resources for preK-3 literacy. Now this hub of early literacy information includes a  section designed specifically for families and communities . Families and community members can use the site to learn more about reading and writing instruction and how to support it at home. Educators can use the site to provide caregivers with information about evidence-based early literacy. We offer half-day sessions of our program (either 9:00-11:45 or 12:45-3:30). Our classes serve children between the ages of three and five who require special education programming. The families of typically developing children are invited to apply so that our integrated classrooms educate children with disabilities alongside typically developing peers.  Instruction is delivered in a developmentally appropriate manner and focuses on a variety of skill areas including language, phonemic and phonological awareness, early literacy skills, gross motor, fine motor, math, and social skills. The curricula are aligned with the Massachusetts Frameworks for Preschool, which focus on readiness skills for Kindergarten.   If you are interested in enrolling your child for this year, please contact Kaitlyn Lancey at klancey@psharvard.org. 25-26 Integrated Preschool Program: We are now accepting applications for peer models for the 2025-2026 school year.   • School Committee Update - January 27, 2025

    Meeting Update   |  January 27, 2025   For Reference:   Upcoming School Committee Meetings School Committee Policies District Strategic Plan School Committee Contact Information Meeting Highlights: Bala Ramkumar, Student Representative, shared that the second semester has just started and students are in their new classes. He added that Flex bingo has ended and that the swim team is over while most other sports have just passed their mid-season mark. The cast of the play has been set and they have started rehearsals.  Dana Labb, Assistant Superintendent, shared the results of the  2024 Belonging Survey which focused on two of the district’s core values: engaging in learning with courage and valuing individuals and relationships. He said the questions were developed and created by the DEIB Committee and he discussed the ways the surveys were administered at the different schools. He outlined highlights and opportunities for growth at HES, TBMS, and TBHS and provided an in-depth analysis of some of the data from the survey.  Other noteworthy agenda items: Dr. Linda Dwight shared her update verbally and discussed the work she has been doing with district leadership on the FY26 budget, how the district is reacting to concerns about Immigration and Customs Enforcement (ICE) raids, and changes to the building rental process.  Dana Labb shared his Assistant Superintendent update .   Dr. Dwight did a mid year check-in on her 24-25 goals and the District Improvement Plan .  Committee members approved policies: IJND (Access to Digital Resources), IJOC (School Volunteers), and BEDH (Public Comment at Committee Meetings).  Future meeting dates and agenda items: The next School Committee meetings are scheduled for February 2nd and 24th. Agenda items will include: a budget update, policy, and a mid-year check-in on School Committee goals.
