    Friday, April 24 Understanding the State’s Funding Shift (HB 59 & HB 96) In today’s Finance Friday update, we are looking at two laws that have fundamentally changed the relationship between state funding and your local property tax bill. 1. The 2013 Shift (HB 59) Before 2013, the State of Ohio paid for a portion of every local school levy (known as "rollbacks"). When a levy passed, the state chipped in roughly 12.5% of the cost. However, HB 59 changed that. For any levy approved after 2013, the state no longer provides that reimbursement. This shifted the full 100% of the cost onto local property owners, effectively increasing the local burden while reducing state support. 2. New County Exemptions (HB 96) A more recent law, HB 96, allows counties to create "piggyback" property tax exemptions (expanding things like the Homestead Exemption). While this sounds like a positive for taxpayers, there is a catch: the state does not reimburse school districts for the revenue lost from these new exemptions. Why it matters to us: While Summit County did not adopt these for the 2025 tax year, they could do so in the future. If implemented, it would mean a reduction in funding for Cuyahoga Falls City School District without any replacement funds from the state. At Cuyahoga Falls City School District, we believe it is important for our families to see the "big picture." As the state continues to decrease its share of school funding, we remain focused on managing our resources responsibly to protect the high-quality education our Black Tigers deserve.     Friday, April 17 Finance Friday: Changing the Rules for Local Levies (HB 129 & HB 309) As we continue our Finance Friday series, we want to share how two recent pieces of Ohio legislation—House Bill 129 and House Bill 335—are shifting the landscape for voter-approved school funding. When our community votes on a levy, we count on those funds to provide a stable foundation for our students. However, the "rules of the game" are changing at the state and county levels. What is Changing? HB 129 (The Math Shift): Starting in 2026, the state is changing the technical way it calculates our "funding floor." For the first time, Emergency Levies (fixed-sum) will be included in that calculation. The Good News: While this is a major technical shift for Ohio schools, it is not expected to change the actual tax collections here in Cuyahoga Falls. HB 309 (New County Oversight): This new law gives County Budget Commissions the authority to review and potentially reduce voter-approved levies if they deem the revenue "excessive" based on new state definitions. While there is a one-year protection for new levies, this introduces a new layer of uncertainty for long-term school planning across the state. The Bottom Line Between shifting state math and new county-level oversight, the "stable" funding our voters approve is becoming increasingly complex to manage. At Cuyahoga Falls City School District, we believe in the power of local control. We are committed to navigating these legislative changes to ensure that the resources our community has graciously provided stay right where they belong: in our classrooms, supporting our students. This will be open to all grades, and tryouts will take place within the first 30 minutes of tryouts. Athletes only participating in this category will be in and out fast. Important details Parents/guardians must stay with their athletes for the duration All athletes must wear tennis shoes Please bring a water bottle No fee to tryout, there is a $25 fee if placed on a competition squad.  All athletes should wear (for tryouts): Plain white t-shirt Plain black shorts Plain white socks Plain white shoes Hair in a high pony (no bow) and out of faces We kindly ask all athletes trying out not to wear any makeup or jewelry.     Friday, April 10 Inflation Caps and the The $952,000 Revenue Gap While property values in our community are rising, new state laws are actively restricting the resources available for our district. Recently passed laws, HB 186 and HB 335, place a "cap" on how much revenue school districts can receive from property updates. Even the small portion of taxes that used to grow with the economy (Inside Millage) is now being limited to the rate of inflation. The Local Impact: Because of these new restrictions, our district is projected to see a $952,000 reduction in funding compared to the previously projected amount. The state is now shifting the burden of funding education further onto local budgets while limiting our ability to keep up. Why Does This Matter? While your bill is capped, the district’s costs for things like electricity, fuel, and classroom supplies continue to climb. These laws create "phantom revenue"—on paper, it looks like schools are fine, but in reality, the state is shifting the burden of funding education further onto local budgets while limiting our ability to keep up. Camp Schedule & Location Dates: Monday, June 1 – Thursday, June 4 Location: Cuyahoga Falls 6-12 Campus Gymnasiums (HS, MS, and AUX) Sessions by Grade (Entering 2026-2027): Grades 1-2: 9:00 am – 10:45 am Grades 3-6: 9:00 am – 11:00 am Experience & Instruction Campers will receive high-level instruction from current CFHS coaches and athletes, alongside collegiate players Drew Huffman (Kent State) and Shannon Payne (Defiance College). The program focuses on: Fundamental Skills: Taught through specialized station work. Competitive Play: 1-on-1, 3-on-3, and 5-on-5 games. Skill Contests: Hot Shot, Foul Shooting, and Dribble Tag.
