A friendly reminder that the State of Your Schools event is tomorrow evening. Please park in Lot D (along 13th Street) or Lot E (Performing Arts Center lot). Finance Friday: Ohio EdChoice Legal Update

Friday, October 23 Legal Update on Ohio's EdChoice Voucher System As part of our ongoing Finance Friday initiative, today’s update focuses on a recent judicial ruling from the state level regarding public education funding. On October 15, 2026, Ohio’s Tenth District Court of Appeals issued a decision in Columbus City School District et al. v. State of Ohio et al., affirming a lower court ruling regarding the constitutionality of the state’s expanded EdChoice scholarship program. Summary of the Appellate Decision: Constitutional Framework: The court determined that the expanded voucher program violates Article VI, Section 2 of the Ohio Constitution, which mandates that the state secure a single "thorough and efficient system of common schools". Regulatory & Financial Standards: The ruling noted key differences in operational requirements, pointing out that public school districts are bound by open-meetings laws, public financial audits, and universal enrollment obligations, whereas private voucher recipients operate under different regulatory frameworks. Funding Formula Context: The court referenced that state voucher expenditures reached over $700 million annually during a period when the state’s Fair School Funding Plan for public districts was partially phased in rather than fully funded. Ongoing Legal Process: The ruling is currently stayed while the state appeals the decision to the Supreme Court of Ohio. No immediate changes to voucher operations or public school funding frameworks occur during this appeal process. Friday, October 9 You Asked. We Answered. Earlier this week, we asked the community to submit questions they have about district finances and the school levy. We are pleased to share these questions and the answers in this week's Finance Friday message. Alternative Funding Sources Q: Can other sources of funds be raised for our schools? I was wondering about government grants, a sales tax, or funds from city income taxes. Could we raise funds through business partnerships or alumni? A: The Cuyahoga Falls City School District actively pursues grant opportunities and benefits from the generosity of local businesses, community organizations, and individual donors. These partnerships provide valuable resources and support for our students and schools. However, grants and donations are typically designated for specific projects or programs and often represent one-time funding rather than a consistent, ongoing revenue source. While these contributions make a meaningful difference, they cannot reliably generate the millions of dollars needed annually to sustain district operations. Additionally, the City of Cuyahoga Falls and the school district are separate taxing entities, and city income tax revenues do not automatically provide funding for school district operations. The district remains committed to exploring available funding opportunities and strengthening partnerships that benefit our students and community. School District Income Tax Q: Have you considered a school district income tax levy? A: Yes. The Cuyahoga Falls Board of Education discussed the possibility of a school district income tax during the summer, including potential rates of 0.75% and 1%. During those discussions, the Board recognized that pursuing an income tax would require additional community education and opportunities to gather public feedback to ensure residents understand how this funding option differs from a property tax levy. Ultimately, the Board decided to place a 5.5-mill, five-year property tax operating levy on the November ballot. A school district income tax remains an option that could be considered in future discussions about district funding. Building Auction Revenue Q: How much money did the district receive from the auction of furniture and items at Roberts Middle School, Bolich Middle School, and Cuyahoga Falls High School? A: The district received the following revenue from the auctions of furniture, equipment, and other items from its former school buildings: • Former Cuyahoga Falls High School and Roberts Middle School: $111,987.12 • Bolich Middle School: $6,099.45 Total auction revenue: $118,086.57 These auctions allowed the district to recover funds from items that were no longer needed following the transition to the new 6–12 Campus. While the proceeds provide additional revenue, auction sales represent a one-time funding source rather than recurring revenue that can support ongoing district operating expenses. Elementary School Facilities Q: What are the plans for our elementary schools with this levy? The elementary schools are in such bad shape, and we hear nothing about any plans for these schools. A: Maintaining and improving our elementary school facilities remains an important priority for the Cuyahoga Falls City School District. Over the past several years, Preston, Price, Lincoln, and Richardson elementary schools have undergone significant HVAC improvements, including the installation of air conditioning and updated heating and cooling systems. The district’s long-range facilities planning also includes a second phase of master planning focused on elementary school buildings. As part of the district’s strategic plan, work to develop a comprehensive Capital Plan is scheduled to begin this school year. This plan will help identify facility needs, establish priorities, and guide future investments in our buildings. It is important to distinguish between operating funds and capital improvements. Issue 6 is an operating levy intended to support the district’s day-to-day educational programs and services, rather than a bond issue specifically designated for major building construction or renovations. Future elementary facility improvements will require additional planning and consideration of available funding sources and the district’s overall financial outlook.

Finance Friday: Inflation and House Bill 920

Friday, October 2 2019 Revenue. 2026 Costs. If it feels like everything costs more than it did a few years ago, you're not imagining it. Families are paying more for everyday expenses—and so are schools. We understand why it can be frustrating to hear that the Cuyahoga Falls City School District is seeking new operating revenue at a time when household budgets are already stretched. But there's an important piece of Ohio school funding that can easily get lost in the conversation. Our community last approved a new operating levy in 2019. While the cost of transportation, utilities, insurance, supplies, staffing, and other day-to-day operations has changed since then, revenue from existing voted operating levies does not automatically increase with inflation. That's because of HB 920. As property values increase through reappraisal, Ohio law generally reduces the effective tax rate on existing voted operating levies, preventing the district from receiving the same proportional increase in revenue. In other words: the district is facing 2026 costs with operating revenue that doesn't automatically grow with inflation. Through reductions and disciplined budgeting, CFCSD has stretched the operating levy approved by voters in 2019 for seven years, whereas a typical levy cycle is estimated to last only 2 to 3 years. In the last two years, the district has reduced spending by $6.73 million. While we have reduced our spending, the state continues to reduce our state funding while operating costs increase. We know Issue 6 is a significant decision for our community. That's why we'll continue using Finance Friday to explain where district revenue comes from, where it goes, and how Ohio's school-funding system affects our local schools.
