New Board Policy: Student Mobile Communication Devices

Dear BUSD Families, On May 19, 2026, the Bellevue Union School District Governing Board adopted Board Policy 5131.8: Student Mobile Communication Devices. The policy establishes expectations for student use of smartphones and other mobile communication devices while on school campuses or under the supervision of district employees. The purpose of this policy is to support student learning, well-being, and a focused instructional environment. While mobile devices can be useful tools, their use at school can also be distracting and, in some circumstances, disruptive to learning. Under the policy, students are expected to: Securely store smartphones and other mobile communication devices upon entering campus. Keep devices stored throughout the instructional day. Not use mobile communication devices while on campus or under the supervision and control of district employees. There are limited exceptions, including: An emergency or perceived threat of danger; When a teacher or administrator grants permission; When use is necessary for a student's health and well-being as determined by a licensed physician or surgeon; or When possession or use is required by a student's Individualized Education Program (IEP). Students who use a device in an unauthorized manner may be subject to disciplinary action, and the device may be temporarily confiscated in accordance with district procedures. We ask families to support this policy by discussing these expectations with your student and helping them understand the importance of being present, engaged, and focused during the school day. Please also be aware that the District is not responsible for mobile communication devices that are brought to school or school activities and are lost, stolen, or damaged.
