    Staff Bulletin/Clipboard April 9, 2026 Emporia High School and Emporia Middle School students joined peers from across Lyon County on Wednesday morning for an out-of-this-world experience. Gathering at the PAROC at Emporia State University, students made live contact with astronauts aboard the International Space Station using amateur radio. Following the presentation, the Board voted to approve the updated agreement. The revisions, made at the request of the Emporia Police Department, ensure alignment with department policies and operational practices. Key updates clarify that EPD policies, such as Use of Force, will guide officer actions, incorporate training expectations aligned with the National Association of School Resource Officers, confirm that insurance coverage for SROs is provided by EPD, and outline procedures for temporary coverage when an SRO is unavailable. These updates strengthen the partnership by clearly defining roles, maintaining consistency with law enforcement standards, and supporting effective implementation of SRO services in our schools. Winter 2026 FastBridge Data Review: Dr. Ryan Karjala, Director of Assessments and Accountability, provided an overview of how the district reviews and analyzes FastBridge assessment data, with a focus on Winter 2025 and Winter 2026 results. The presentation highlighted the structured data protocol used across the district to guide conversations at the building level. This consistent process helps educators examine data to identify strengths, areas for growth, and opportunities to better support all students, while maintaining a strong focus on equity. To illustrate the process in action, Dr. Karjala walked the Board through a sample data review using 4th-grade results. This example demonstrated how staff move beyond identifying trends to exploring underlying causes, reflecting on instructional practices, and determining next steps to improve student outcomes. The session concluded with a focus on next steps, including identifying instructional adjustments, setting success indicators, and aligning efforts with School Improvement Plans. Approval of Class Size Capacity: Dr. Paula Hough, Director of Teaching and Learning, shared the district’s annual review of student capacities, enrollment projections, and transfer availability with the Board of Education. This process helps guide class sizes and determine available seats for both in-district and nonresident transfers. The proposed capacities reflect staffing and class size decisions made during the district’s cost containment process, while continuing Emporia Public Schools’ commitment to maintaining supportive class sizes. At the elementary level, building capacities will guide transfer decisions to ensure balanced classrooms across the district. At the secondary level, Emporia Middle School is expected to have limited to no transfer availability, while Emporia High School is projected to have available seats at all grade levels, with the most availability in freshman and junior classes. Transfer decisions will be finalized by May 30, with any remaining available seats published by June 1 in accordance with Board policy. Due to potential future boundary adjustments, transfers to Riverside Elementary and William Allen White Elementary may be limited to preserve space for impacted students. Following the presentation, the Board of Education voted to table a decision on student capacities until its April 22 meeting. This timeline will allow the Board to first determine whether a school closure will occur for the 2027–28 school year, ensuring that any final decisions on capacities and transfer availability are aligned with that outcome. Superintendent’s Board Report: Legislative Update and Cell Phone Guidance The Kansas Legislature completed its First Adjournment on March 27 and is expected to reconvene briefly for a Veto Session beginning April 9, with property taxes as a key focus. The district is also monitoring House Bill 2277 related to student cell phone use. Current guidance from the Kansas School Superintendents’ Association recommends delaying major purchases and final policy decisions until additional direction is released. District leaders are continuing to explore options that ensure compliance while considering cost and practical implementation. Students Connect with the International Space Station Emporia Middle School and Emporia High School students joined peers from across Lyon County for a live learning experience in partnership with Emporia State University and the Emporia Amateur Radio Society. Students participated in lessons on space and communication technology and developed questions before connecting live with astronauts aboard the International Space Station. Kansas Master Teacher Recognition Emporia High School math teacher Kathleen Gilliland was recognized as a 2026 Kansas Master Teacher. She joins a distinguished group of educators from Emporia Public Schools who have received this honor over the years. Emporia High School Named All-Star High School Emporia High School was recognized by the Kansas Board of Regents as an All-Star High School for its strong efforts in supporting students’ post-secondary success. This includes helping students with college applications, financial aid completion, and celebrating a variety of post-graduation pathways. Capturing Kids’ Hearts District Recognition USD 253 received the Capturing Kids’ Hearts (CKH) National Showcase Schools District Award, with all elementary schools and Jones Early Childhood Development Center also earning Campus Awards. For the 2025–2026 school year, expenses are projected to exceed revenues by about $2 million. Declining enrollment is also expected to reduce funding, with roughly 400 fewer students projected in the state aid formula for 2026–2027, representing an estimated $2.3 million in lost revenue. Rising costs, including insurance, inflation, and additional salaries, add further pressure. To address these challenges, the Cost Containment Team recommended targeted reductions of approximately $4 million in expenditures for 2026–27, with additional adjustments likely in 2027–28. The restructuring plan builds on earlier adjustments and follows a two-phase approach, projected to reduce expenditures by about $4.8 million over two years. After reviewing the recommendations, the Board of Education approved both Phases 1 and 2. These steps are intended to align expenses with revenues, maintain financial stability, and ensure the district can continue providing the programs and resources students need to succeed. View Phases 1 and 2 recommendations here.  The Cost Containment presentation is available here. 2026-27 KESA Action Plan: At last night’s Board of Education meeting, Ms. Sheryl Leeds, Assistant Superintendent of Teaching, Learning and Student Services, Dr. Ryan Karjala, Director of Assessments and Accountability, and Dr. Stephanie McNemar, Director of Student Services, shared the district’s plan to strengthen alignment between curriculum, instruction, and assessment with Kansas standards. The goal is to ensure that all students receive consistent, high-quality instruction in academic, interpersonal, and intrapersonal skills from Pre-K through 12th grade. The plan emphasizes providing teachers with high-quality instructional materials and professional development, particularly in Math and structured literacy. Grade-level and content-area teams will collaborate regularly, guided by principals and Instructional Coaches, to review standards, update curriculum guides, and address gaps in instruction. Recent assessment results show that students are performing below the state average in several areas, especially Math in Grades 3 and 6–8. By strengthening standards alignment and using ongoing assessments, the district aims to improve instruction and support all learners more effectively. The district has set clear short- and long-term targets, including summer curriculum sessions, updated instructional materials, and regular progress monitoring through mini-tests and data discussions. Together, they shared progress on this year’s Kansas Education Systems Accreditation (KESA) Action Plan, highlighting the district’s ongoing focus on strengthening quality instruction across all schools. A key part of that work is implementing the Sheltered Instruction Observation Protocol (SIOP), an instructional framework designed to support multilingual learners while improving teaching practices for all students. This work is especially important as the district serves a growing number of Non-English Speakers (NES) and Limited-English Speakers (LES). SIOP training is ongoing for all educators and is expected to be fully completed by May 2026. To support implementation, principals are using the Observe4Success classroom walk-through tool, which now includes SIOP strategies in every observation. Observation data is reviewed during building data talks to help guide instructional decisions and maintain a strong focus on student learning. Early results show more structured and engaging classrooms for students, along with a clearer, shared instructional framework for teachers. Planning for the 2026–27 KESA Action Plan is already underway, with continued attention on strengthening Tier 1 core instruction through standards alignment and professional collaboration. Strategic Plan, Updated Measures: At the Wednesday evening Board meeting, district leaders provided an update on the Strategic Plan: Updated Measures, outlining adjustments to how progress toward district goals will be monitored and reported. The presentation was shared by Dr. Paula Hough, Director of Teaching and Learning; Dr. Ryan Karjala, Director of Assessments & Accountability; and Mr. Lyndel Landgren, Director of Communications and Marketing. The team reviewed how the updated measures more clearly align with the district’s Strategic Plan priorities and create stronger connections between goals, action steps, and outcomes. These refinements are intended to ensure that the data we collect is meaningful, focused, and directly tied to improving student learning. By clarifying what we measure and how we report it, the district can better monitor student growth, instructional effectiveness, and overall organizational performance. The updated measures also emphasize consistency across buildings and departments. With common metrics and clearer reporting structures, teams will be able to track progress more effectively, identify trends, and make informed decisions that support continuous improvement. The goal is not simply to collect data, but to use it intentionally to guide instruction, allocate resources strategically, and celebrate progress. As this work moves forward, staff will continue to play a vital role in implementing the Strategic Plan through high-quality instruction, collaboration, and a shared commitment to student success. E-Rate Bids: Mr. Paul Beadles, Director of Technology, presented a plan to the Board for upgrading the District’s uninterruptible power supply (UPS) equipment and implementing a cloud-based management platform. After reviewing multiple bids through the E-rate program, the District is moving forward with a partial award to ByteSpeed for an Eaton-based solution, which was determined to be the most cost-effective option over the equipment’s 10-year lifecycle. The approved purchase includes: 25 Eaton 9PX2000RTN-L UPS units 26 Eaton 9PXEBM72RT-L extended battery modules 25 Eaton BL-DIT-MNT5Y five-year cloud management subscriptions The total cost of the project is $121,535. Thanks to the E-rate Category 2 program, the District will receive an 80% discount, reducing the local fund impact to $24,307. This purchase focuses on high-capacity units for core network hubs and is designed to stay within the District’s E-rate budget. The purchase has been approved by the Board and is also subject to final approval from the Universal Service Administration Company (USAC, E-rate). District Copier Contract: Mrs. Keri Paul, Business Operations Coordinator, presented the district’s recommendation for a new managed print services provider. After reviewing all options, the district chose Sumner One because they offered the best combination of cost, experience, service, and references. Sumner One’s plan is the most affordable, with a five-year total cost of $131,931.80 and the lowest black-and-white click rate ($0.0035). They scored very high for experience and qualifications, have a strong service plan to keep equipment running smoothly, and provided references from similar school districts showing they are reliable. This choice gives the district high-quality service at a good value. After hearing the presentation, it was approved by the Board. Superintendent's Board Report: Career & Technical Education Month: Last week, we highlighted the opportunities in our CTE Program during the KVOE Showcase. Staff and students shared information and answered questions about the Pathways available to our students. Student Achievements: Congratulations to EHS Senior Alexis Martinez Alcala for being selected to the All-State 5-6A Honor Band. Emma Beatty and Daniel Gillenwater also earned Superior 1 Ratings on their piano solos at the KSHSAA State Piano Festival. Kindergarten Welcome Tours: We are excited to meet the Class of 2039! Tours will be held on Tuesday, March 24th, at 6:00 p.m. at each elementary school. Families will have the chance to visit classrooms, meet staff, and start building connections to support a smooth transition to kindergarten. Legislative Updates: The House debated HB 2434, which includes limited new funding for Special Education, and the Senate considered SCR 1616, a proposed property tax cap. SB 244 becomes law on February 26. This law requires all multiple-occupancy private spaces (restrooms, locker rooms, changing rooms, showers) in public buildings to be designated for use by only one sex based on biological sex at birth. Signage will be posted across the district, and leadership has met to review implementation. Established by Emporia State University in 1954, the Kansas Master Teacher Award honors seven educators each year who exemplify excellence and the highest standards of professional practice. She will be honored on Master Teacher Day, April 1, 2026, at Emporia State University. Mrs. Sarah Bays, Emporia High School vocal teacher, and Mrs. Alex Vahsholtz, 5th-grade teacher at Village Elementary, were recognized as Emporia Public Schools’ 2027 Kansas Teacher of the Year (KTOY) representatives. The KTOY program honors outstanding educators across Kansas and highlights teacher leadership and excellence. Both will complete the state application process, with nominees and regional finalists announced in April 2026. Ms. Alyssa McCue, 4th-grade teacher at Walnut Elementary, was recognized by the Emporia Public Schools Board of Education for being selected as a 2026 Kansas Horizon Award recipient. Ms. McCue will be recognized at the KEEN Conference in Topeka on February 20, 2026.   Board Approvals: minutes of January 28, 2026 fiscal payments for February 2026 removal of district surplus by online auction or disposal updated facility use rates, guidelines, and procedures Resolution 2026-5, adopting the 2025 Kansas Region I Hazard Mitigation Plan, and authorizing submission to the Kansas Division of Emergency Management and FEMA Region VII Resolution 2026-6 to affirm the extended-term suspension as recommended by the hearing officer and affirmed by the appellate hearing officer   Board Information and Updates: Climate Survey Review: Dr. Britton Hart with the Kansas Association of School Boards (KASB) shared the results of the district’s Climate Survey with the Board of Education. The survey compared feedback from 2023 and 2025 to better understand how students, staff, families, and community members feel about Emporia Public Schools. Overall, the results show positive progress across the district. Respondents reported increased confidence in teaching and learning, stronger alignment from grade to grade, and improved support for students who need additional help. School climate also improved, with more respondents noting that schools feel safe, respectful, and collaborative. Recognition of both students and staff increased as well, while student behavior and discipline remain an area for continued focus. Communication showed some of the largest gains, with more families and community members feeling welcomed, informed, and comfortable reaching out to schools. Feedback about leadership also improved. Building principals and directors were viewed more positively, with many participants describing them as accessible, supportive, and effective.  Dr. Hart shared that this feedback will help guide future planning, goal setting, and use of resources as the district continues its commitment to creating safe, welcoming, and high-quality learning environments for students, staff, and families. Superintendent’s Board Report: KESA School Improvement Day Last week, members of the district’s instructional leadership team traveled to Salina for the required Kansas Education Systems Accreditation (KESA) School Improvement Day. They met with peer districts, including Salina and Hays, to share our current school improvement work and begin planning for next year. This year, the focus has been on strengthening quality instruction, especially through consistent implementation of SIOP strategies. Next year’s plan will continue building strong instructional practices while also focusing on: Aligning grade-level and course standards Strengthening Tier 1 instruction Developing and using mini-tests/common formative assessments to guide instruction in real time The updated KESA plan is due to KSDE by April 6 and will be presented to the Board in March. District Family Advisory Council Dr. Karjala, Director of Assessments and Accountability and Dr. Stephanie McNemar, Director of Student Services, led this week’s Family Advisory Council meeting. The group discussed what success after high school looks like for our graduates and how we measure that success. The council reviewed our graduation rate and post-secondary success rate, which are higher than state projections. Families also learned about the KSDE KITE Parent Portal, where parents can view state assessment data. This led to helpful conversations about how state assessments compare to classroom-based assessments that directly impact daily teaching and learning. Cost containment efforts were also briefly discussed, and questions were addressed. Moving forward, the Superintendent plans to attend these meetings regularly. Cost Containment Update The Cost Containment Team completed its six-month process this past week. The team, made up of district staff and community members, worked to identify ways to reduce projected 2026–27 expenses by $4 million. More than 90% of the original members stayed involved through the entire process. It is important to note that no final decisions have been made at this time. District and building leaders are now reviewing the team’s ideas to determine what is feasible. The Board will discuss this work at the March 4 work session, with recommendations presented on March 11. Two guiding principles continue to shape this work: Minimize impact on students whenever possible Reduce staffing costs through attrition when opportunities exist Declining enrollment continues to impact school funding across Kansas. Approximately 9,000 fewer students are attending Kansas public schools this year compared to last year, which directly affects district revenues. State Legislative Update Legislative activity in Topeka has increased, with several proposals that could significantly impact public education. Special Education Funding: Current proposals provide little to no additional funding for Special Education, even though costs continue to rise. Districts are currently using over $1,000 of Base State Aid per student to cover special education shortfalls. Additional funding is needed to support both students with IEPs and general education students. Free Lunch Verification Bill (SB 387): A proposed bill would require districts to verify 100% of free lunch applications, which conflicts with current federal guidelines. This could significantly impact districts that receive at-risk funding, including Emporia Public Schools. Cell Phone Legislation: Lawmakers continue to debate whether cell phone restrictions should be mandated statewide or left to local control. Current versions recommend the removal of cell phones but do not mandate it. Property Tax Proposal (HB 488): A newly introduced bill proposes eliminating property taxes and replacing them with a retail sales surcharge beginning in 2027, with property taxes phased out by 2028. The group visited Jones Elementary, Village Elementary, Emporia High School, and Emporia Middle School to connect with students and staff and celebrate the impact of outstanding teaching across our district.   District Condolences: Dr. David McGehee, Superintendent, shared the following message: Before we move forward, I’d like to take a moment to acknowledge the loss of three valued members of our staff this school year. Most recently, our community has been mourning a tragic event, and we want to recognize the deep impact this most recent loss and the loss of all three of these staff members have had on our staff, students, and families. We extend our heartfelt condolences to the families, friends, and colleagues of those we have lost, and we honor their service and memory. Mr. Art Gutierrez, Board President - It is with heavy hearts that the Board of Education acknowledges the recent losses within our district, including Ms. Rauber and other cherished staff members, Mr. Moore, and Mr. Bueno. Board Approvals: minutes of January 14, 2026 minutes of January 21, 2026, Special Meeting Treasure’s Report for December 2025 out-of-state field trip request for Theatre staff and students to attend a week-long workshop and theatre productions in Bloomington, Indiana partnership with the Emporia Police Department for the provision of one (1) School Resource Officer to serve Emporia Public Schools, beginning with the 2026–2027 school year, subject to the final execution of a School Resource Officer Agreement and confirmation that the Emporia Police Department can meet the required training and implementation timeline   Board Discussion and Information: School Resource Officer Agreement: Dr. Erica Mickelson, Director of Human Resources, presented a proposed partnership between Emporia Public Schools and the Emporia Police Department to provide one full-time School Resource Officer (SRO) for the 2026–2027 school year. The Board voted to approve moving forward with the agreement, pending final execution and confirmation that the Emporia Police Department can meet training and implementation timelines. Under the approved plan, the SRO will be assigned to either Emporia High School or Emporia Middle School and will serve as a visible safety presence and positive relationship builder. The role focuses on prevention, education, and collaboration with school staff to support student well-being and school safety efforts. Student discipline will continue to be handled by school administrators and staff. The SRO will work alongside educators to help promote a safe and welcoming school environment, becoming involved when situations raise serious safety concerns or require law enforcement support. The partnership includes specialized training for the officer in adolescent development, school law, and de-escalation, as well as regular collaboration between district leaders and police supervisors to review the program and ensure continuous improvement. Superintendent Report: Kansas Teacher of the Year Visit: On January 29, the district welcomed the Kansas Teacher of the Year cohort, hosted by 7th-grade Social Studies teacher Andrew Hawley. The visit showcased district programs and included stops at Jones, Village, Emporia High School, and Emporia Middle School. Hosting Statewide HR Learning Group: The district hosted the tHRive Human Resources Learning Cohort on January 28–29. Dr. Erica Mickelson, Director of Human Resources, welcomed HR professionals from across Kansas to collaborate and share best practices on current HR topics in education. Performing Arts Outreach in Elementary Schools: High school performing arts students visited elementary schools and Jones Early Childhood Center to introduce younger students to band, choir, orchestra, and cheer. Assemblies were held on January 23, January 30, and February 6, and fifth graders participated in hands-on instrument tryouts. Cost Containment Work Moving Forward: The Cost Containment Team will meet on February 3, to review and refine recommendations. These will then move to district leadership for further review, with a proposed plan anticipated for Board consideration at the March 11 meeting. Legislative Updates: The superintendent continued to monitor and share updates on state legislation impacting PK–12 education.   EHS senior Daniel Gillenwater and Mr. Diaz-Minon, Health/Science teacher and eSports head coach, present highlights from Emporia High School’s eSports season to the Board of Education. This change applies to football only; EHS will continue full participation in the Centennial League for all other sports. The information shared reflected a review of enrollment trends, participation data, and feedback from coaches and the community. With EHS enrollment declining in recent years and several Centennial League schools having significantly larger student populations, the move to an independent schedule is intended to improve competitive balance and better support student-athlete development. Independent status will allow EHS to schedule opponents more closely aligned in size and resources, creating more appropriate opportunities for growth at all levels. This proactive step has the support of Centennial League athletic directors and reflects the district’s commitment to strengthening the long-term foundation of the EHS football program while prioritizing student success. Review the Board presentation here. USD 253 Business Operations Culture & Efficiency Study: Dr. Kellen Adams of KJA Enterprises, LLC, presented the results of a Business Office Culture and Efficiency Study conducted for Emporia Public Schools. The study examined how the district’s business operations function and identified opportunities to strengthen efficiency, consistency, and long-term effectiveness. Dr. Adams gathered input through interviews, small group discussions, and a review of existing processes, focusing on communication, workflows, staffing capacity, and systems. He noted the dedication of Business Department staff and highlighted opportunities to improve clarity, predictability, and alignment with best practices to better support schools and departments. Tentative School Resource Officer Agreement: Dr. Erica Mickelson, Director of Human Resources, presented an overview of a tentative School Resource Officer (SRO). The presentation outlined a potential partnership between Emporia Public Schools and the Emporia Police Department (EPD) focused on enhancing school safety while maintaining a supportive, student-centered learning environment. The tentative agreement would provide one full-time School Resource Officer during the 2026–27 school year. If approved by the Board of Education and accepted by EPD, the SRO would be assigned to either Emporia High School or Emporia Middle School, serving from the start of the school year through June 30, 2027. The goal of the partnership is to support safe, welcoming, and positive learning environments for students and staff. The proposed SRO role would focus on campus safety, relationship-building, prevention efforts, and law-related education. The agreement clearly defines that school discipline remains the responsibility of school staff, and the SRO would not be involved in routine disciplinary matters such as tardiness or dress code issues. Law enforcement involvement would occur only when there is a safety concern or suspected criminal activity. Under the agreement, the SRO would remain an employee of the Emporia Police Department while working collaboratively with school administrators. The proposal also outlines training requirements, student privacy protections, emergency coordination procedures, and ongoing communication between the district and EPD to regularly review the effectiveness of the program. District Facility Rental Usage Rates: Mr. Josh Swartz, Interim Assistant Superintendent of Business and Operations, presented the updated Facility Rental Usage Rates and revised Emporia Public Schools Facility Usage Guidelines for second reading. He provided an overview of the revised fee structure and key updates. Board members engaged in discussion and raised several questions regarding the proposed fees and facility use. At the Board’s request, the Facility Usage Committee will reconvene to review the feedback and return with additional recommendations before the item is brought back to a future Board meeting for possible consideration. Superintendent Report: Kansas Horizon Award: Congratulations to Ms. Alyssa McCue, 4th-grade teacher at Walnut Elementary, on being named a 2026 Kansas Horizon Award Recipient—one of only 32 educators selected statewide. This prestigious award, presented by the Kansas State Department of Education, honors exceptional early-career teachers who demonstrate excellence and a strong commitment to student success. Ms. McCue received the surprise news during a special phone call from Kansas Commissioner of Education Dr. Randy Watson, shared with her students and district administrators. We are proud of the positive impact she is making at Walnut Elementary. Emporia High School Theater: Emporia High School’s Theater Department recently performed A Piece of My Heart at the Kansas Thespian Festival in Wichita. Superintendent Dr. McGehee attended the performance and congratulated Theater Teacher Amanda Ballard and her students for their outstanding work and exceptional representation of Emporia Public Schools. Cost Containment Team Update: The Cost Containment Team met on January 6 to continue reviewing strategies to reduce operating expenses while maintaining high-quality student services. Building on work from December, teams reviewed staffing and supplemental assignments using the district’s evaluation pillars, value, feasibility, and risk, and began prioritizing proposals through a facilitated consensus process. This work will continue on January 20, with the full group reconvening on February 3. An initial update is planned for the February 25 Board of Education meeting, with refined recommendations expected for Board consideration in March. This process is necessary due to declining enrollment statewide, which directly impacts state funding. USD 253 is anticipating a $2.5 million reduction in state revenue, requiring the use of reserves during the 2025–26 school year. The team’s role remains advisory, and updates will continue to be shared with staff and families. 2026 Kansas Legislative Session Underway: The Kansas Legislature returned on Monday, January 12, beginning the second year of the biennium. There are 68 education-related carryover bills and five newly prefiled bills under consideration. As part of this presentation, they highlighted how the system supports the Kansas State Board of Education’s updated graduation requirements, which take effect with the Class of 2028. Naviance replaces Xello and YouScience and integrates seamlessly with PowerSchool, allowing students to access course planning, assessments, goal setting, and postsecondary exploration in one place. Through the platform, students can create four-year course plans aligned to their goals and track their progress toward graduation. Upcoming milestones for Naviance include Enrollment beginning on January 16, rollout of parent access, and integration of the district’s enrollment course guide directly into the platform. Continued staff training and expanded community partnerships will further enhance opportunities for students. View the presentation slides here. 2026-27 Emporia Middle School Course Guide: Mr. Brent Burns, Principal, shared an overview of the proposed changes to the 2026-27 Emporia Middle School course guide. These changes will be reviewed and brought back for a second reading in January, where the Board will consider approving them. Review the proposed changes here. 2026-27 Academic Calendar Recommendations: Dr. Ryan Karjala, Director of Assessment and Accountability, updated the Board of Education on the work of the Schedule and Calendar Committee, a group of staff and administrators who collaborate to develop annual calendar recommendations and provide schedule guidance for the district. In November, the committee created three possible calendar options for the 2026–2027 school year: Option A: Traditional calendar with secondary late-start Wednesdays Option B: Similar to the 2025–26 calendar, including early-release days Option C: Hybrid model with one full Professional Learning Time (PLT) day each month Committee members completed an initial survey to narrow the choices. Option A received 57% of the votes, Option B received 7%, and Option C received 36%. Based on this input, the committee selected Options A and C for broader staff and community feedback. A total of 541 people responded to the districtwide survey, with 61.7% selecting Option C as their preferred calendar. Dr. Karjala explained that the primary difference between the two options is the structure of Professional Learning Time (PLT) and Professional Learning Community (PLC) work. Option A includes four full PLT days, with PLC work occurring on secondary late-start Wednesdays and after school for elementary staff. Option C includes nine full PLT days, with PLC time embedded directly into those full-day professional learning activities. After reviewing all feedback, Dr. Karjala shared the committee’s recommendation to move forward with Option C for the 2026–2027 school year. FY 25 Audit Report: Mr. Sean Gordon, CPA, of Gordon CPA, presented his fiscal audit report for the 2024–25 school year to the Board. The auditors conducted a thorough review of the district’s financial statements and issued a clean audit, finding no major issues. They did not identify any material weaknesses or significant deficiencies in the district’s internal controls, and their testing showed no instances of noncompliance with laws, regulations, contracts, or grant requirements. Overall, the audit confirmed that the district’s financial reporting and compliance practices are in excellent standing. Emporia High School Graduation Rates: Dr. Ryan Karjala, Director of Assessment and Accountability, presented the Board of Education with the latest graduation rate data, showing continued improvement for Emporia Public Schools (EPS). The four-year adjusted cohort rate, which tracks students who graduate on time with a regular high school diploma, has trended positively over the past four years. The five-year rate, which includes students who take an extra year to graduate, has also improved over the past three years. The slight increase in cohort size from four-year to five-year groups reflects students who remain in school for an additional year before graduating. Superintendent Report: NTHF Education Summit 2026: The National Teachers Hall of Fame will host its Education Summit June 29 – July 1, 2026, and is providing resources for up to three staff members to attend. Dr. Erica Mickelson, who represents the district on the NTHF Board, will assist in identifying attendees and will also participate on behalf of USD 253. Participants will engage in professional development, mentorship opportunities, and collaboration with educators from across the nation, concluding with a special event at Walt Disney World. EHS Theater at Kansas Thespian Festival: Emporia High School’s production of A Piece of My Heart has been selected to perform at the Kansas Thespian Festival on January 10, 2026. This marks only the second time in school history that Emporia has earned this honor. In addition, the production received the highest score of all schools submitted for consideration. Congratulations are extended to Theater Teacher Amanda Ballard and the students for this achievement. 90th Annual Seasonal Celebration: This week, Emporia Public Schools’ music departments will present the 90th Annual Seasonal Celebration at William L. White Auditorium. Students from Emporia Middle School and Emporia High School will perform holiday music from around the world. More than 100 alumni choir members will join current students for the final selection, celebrating nearly a century of musical tradition. Cost Containment Team: The Cost Containment Team held its fourth meeting to prioritize ideas based on value, feasibility, and risk. Recommendations will be shared with the Superintendent’s Leadership Team, with a first read anticipated at the February 11, 2026, Board meeting. Depending on progress, formal recommendations could be presented for Board consideration in late February or March. Extensive communication with impacted stakeholders will occur before implementation. Their presentation introduced a new Data Protocol to guide staff in reviewing student data with a focus on equity and instructional improvement. This process encourages educators to look beyond numbers, discussing trends, reflecting on practices, and identifying next steps aligned with each school’s improvement plan. By focusing on both outcomes and opportunities, the district aims to better support students who need additional help and close achievement gaps. The presentation also clarified FastBridge participation for high school students, ensuring consistent monitoring of reading and math progress each semester. The district will continue to use these data discussions to guide instruction and support meaningful growth for every student. 2026-27 EHS Course Guide Updates: Ms. Kendra Bloomquist, Emporia High School Assistant Principal, shared updates to the 2026–27 EHS Course Catalog. Changes include revised course descriptions, updated grade levels for U.S. and World History, CTE name and code updates, and the addition of several new courses, such as Jazz Band, Work-Based Learning, Healthcare Work Experience II, Home Health Aide, and Net Games 101/201. The Business Management & Entrepreneurship Work Experience course will be removed due to low enrollment and pathway changes. These updates will be reflected in the CTE pathway design sheets, online course catalog, and enrollment guide. Review the 2026-27 updates here. For every pint of blood donated, the AVID program earns $10, with a goal of raising up to $300. Memorandum of Understanding between GovDeals and USD 253 for internet auctions dispose of district technology equipment via internet auctions and/or AG Parts bulk buyback program updated the job description for the Student and Family Support Liaison Lillian Lingenfelter to be given the authority to make informed decisions on behalf of the board regarding the Kansas Association of School Boards (president-elect nominations and KASB legislative policy positions at the upcoming Delegate Assembly in Wichita on November 15, 2025 the adoption and purchase of student and teacher resources for the Reading Intervention Course at Emporia High School formal approval of pre-existing stipends for Cory Nicolet and Cate Cape as submitted, acknowledging that the duties outlined in the Additional Duties Acknowledgement document define the ongoing expectations tied to the stipend (see entry below for Action from Executive Session)   Board Discussion and Information: 2025 Initial Kansas State Assessment Results: Ms. Sheryl Leeds and Dr. Ryan Karjala presented information to the Board of Education on changes to Kansas state assessment cut scores. The adjustments are intended to more accurately reflect students’ academic success and readiness for college or careers. A statewide review found that Kansas proficiency standards have been set higher than most states, which can cause confusion and does not always align with other indicators of student achievement, such as ACT scores, AP and dual-credit coursework, graduation rates, and postsecondary outcomes. Leeds and Karjala also shared Emporia Public Schools’ performance in English Language Arts, Mathematics, and Science. While district scores are slightly below state averages, continued progress is being made in narrowing the gap. To strengthen instructional planning and data use, the district will expand its use of the KITE Portal (Kansas Interactive Test Engine). This tool provides teachers and administrators with real-time student performance data to better identify learning needs, track progress, and celebrate student success. Board members expressed appreciation for the update, noting that the new cut scores and expanded use of KITE will offer a clearer, more accurate picture of student learning and support ongoing improvement efforts districtwide. View the State Assessment presentation here. Superintendent’s Report: Dr. David McGehee shared several updates with the Board of Education during his report.  Girls’ State Tennis: Emporia High School had a strong showing at the State Tennis Tournament. Kali Keough placed 4th in singles, and the doubles team of Peyton Chanley and Kinsley Hines finished 6th overall. Congratulations to these athletes and coaches on a successful season. Kansas Star Awards: Emporia Public Schools received recognition from the Kansas State Department of Education through the Kansans Can Star Recognition Program. The district earned a Copper Award for Postsecondary Effectiveness, a Bronze Award for High School Graduation, and the Commissioner’s Award, which is presented to districts that outperform their statistically predicted postsecondary effectiveness rate based on factors such as poverty and mobility. Cost Containment Team Meeting: The Cost Containment Team met again on Tuesday, October 21. The group reviewed follow-up information from the first meeting and then divided into three smaller subgroups to discuss priorities and explore ideas for addressing the gap between anticipated revenues and expenses caused by reduced student enrollment. School Bus Safety Week: This week is School Bus Safety Week. We extend our sincere appreciation to our bus drivers and transportation staff for their dedication to safely transporting students to and from school and activities each day. Celebrations: October is Principals’ Appreciation Month. Several of our school leaders, Mrs. Stephanie McCracken, Assistant Principal at EHS, Mr. Walker Ayers, Principal at Logan Avenue Elementary, Ms. Joy Saulsberry, Principal at Jones ECDC, and Mr. Matt Baumwart, Assistant Principal/Athletic Director at Emporia Middle School, were featured on the KVOE Showcase on Tuesday, October 21, to share their experiences as principals and assistant principals in USD 253. We appreciate the leadership and commitment of all our principals and assistant principals across the district. Congratulations to our Emporia Middle School 6th graders for raising over $19,000 in their 11th annual Walk-A-Thon. Since its start, the event has raised more than $152,000 to support community causes. This year’s proceeds will benefit Camp Alexander, Food for Students, The Baby Closet, Street Cats Club, Jr. Spartan Stop, and Hispanics of Today and Tomorrow. Action From Executive Session: At the recommendation of the Superintendent, the Board took action to formally approve two pre-existing stipends that had been implemented by a previous administration but not brought forward for formal board approval at that time. This approval does not change current pay for the employees involved; it simply ensures that all compensation items are properly documented and aligned with district procedures moving forward.   Emporia Public Schools' transportation team ensures students' safety every day!
