Between field trips, field days, and many other exciting events in the schools, we know there is an increased interest in volunteering at schools. In order to keep our students safe, all volunteers must be screened. This is a quick reminder about how the volunteer process works in our district.  Recently, the policy was updated so that volunteer applications will last 2 years, rather than the previous policy ,  which was 5 years. This change was made as an extra safety precaution for our students. Volunteers must complete the process every two years.   Grain Valley Schools uses Datasource Volunteer Background Application. There is a two-step process to become a volunteer in the district, which can be completed online.  It is important that both steps are completed. Please note that if step two is not completed entirely, the application will not be approved.  If you are interested in volunteering in our schools,  please review the  instructions for the two step volunteer application.    April 24  3-Hour Early Release for Students  May 3 Last Day of Summer School Enrollment (To avoid waitlist)  May 13 Last Day of School for Seniors  May 22 Last Day of School

  • GV Schools Community News - 03/06/2025

Grain Valley Schools Photo of the Week  This week, the Grain Valley Schools Administration surprised nine individuals who have been selected for finalists for our staff awards. Four teachers were named Teacher of the Year finalists while, five support staff were named Support Staff of the Year finalists. April 7, 2026 Bond Issue Frequently Asked Questions Question: How will the passing of this bond issue affect the school district's tax rate? Answer:  The $40,000,000 general obligation bond issue on the April 7, 2026 ballot is structured in a way that is estimated to not require any increase to the existing debt service tax levy of $1.30 per one hundred dollars of assessed valuation based upon very conservative projections for future growth in assessed valuation. Our debt service tax levy rate was lowered to $1.3000 in 2024, down from $1.700.  Question: What is the difference between bond issues and operating levies? Answer:  Bond issues build “brick and mortar” buildings and facility improvements while operating levies provide funding for almost all other aspects of the school district such as salaries, benefits, supplies, materials, bus fuel, utilities, etc. Bond monies can only be used for the construction, improvement, site preparation, and equipping of school buildings and facilities. Our overall school district tax levy rate for 2025 is $4.7396, which is the second lowest school district tax levy rate in Jackson County. The overall rate includes our operating levy, teacher levy, and the $1.30 debt service levy. Question: Will these bonds be issued at "par" or "premium"? What are the implications if premium bonds are issued?  Answer:  The municipal bond market and the funding needs of the District will drive whether these bonds are offered at par, premium, or a combination of the two. When issued at a premium, the investor pays more than face value for the bonds to get a higher interest rate and that “premium” amount beyond the face value can be used by the school district on approved capital improvements. These funds are also a means to address unexpected inflationary increases in project costs. This premium amount received beyond the original figure listed in the ballot language ($40,000,000) does not count against the district’s legal debt limit and the district only repays the $40,000,000 plus interest over the life of the financing. In addition, the bonds will be eligible for refinancing or prepayment without penalty after five years due to a short call feature. Question: What is the time line for the completion of the projects associated with the April 7, 2026 bond issue?  Answer:  If the bond issue passes on April 7th, construction would begin right away. The goal is to have all priorities listed to be completed by the fall of 2027. Question: Why not just build a new Elementary School?  Answer:  It may come as a surprise to some to hear that the overall district enrollment in grades kindergarten through fifth grade has remained relatively flat over the past 13 years, so the district has been faced with an important question: Is this the time to build a fifth elementary school? District leaders feel that since K-5 growth is flat, this is not the time to build a new school, and are instead proposing a different solution to the problem of elementary schools approaching their capacity. To address the concerns about school capacities, the district initiated studies by a demographer and by an architecture firm during the 2024-2025 school year. The findings of these studies led district officials to conclude that the best solution to address the need for additional elementary classrooms is to add classrooms to one or more existing schools and delay the construction of a fifth elementary until overall K-5 enrollment again shows significant growth. The goal is to bring the building capacity of Matthews in line with a true 4-section school, like our other elementary schools. Additions to Matthews in the north half of the district, plus a few classrooms added at Sni-A-Bar Elementary, would delay the need for adjustments to district-wide elementary school boundaries. Expanding our existing elementary schools would also delay the cost of operating an additional school for the foreseeable future.  Building a fifth elementary school would remain an option for a future time when enrollment growth picks up again. Question: If growth has been flat at the elementary level for several years now, how could our elementary schools be at or nearing capacity?  Answer:  The growth of high needs special education programming has resulted in more of each school’s classroom space being devoted to these special needs programs. In 2017, seven classrooms across the district were being used for essential skills, life skills, or behavior skills special education programming. At the start of the 2025-2026 school year, that number is 17 classrooms. This means that even during a period of relatively flat student enrollment growth overall, our school capacities are shrinking as special programs require more classroom space, for programs we are very proud to provide. Question: What future building plans does the district have in addition to the proposed bond issue?  Answer:  The district is committed to completing our long range plan for Grain Valley High School that began in 2012. Six phases have been completed, with the most recent including the new fieldhouse gymnasium and weightroom. This April 7, 2026 bond issue will fund other district priorities. We estimate two to three more new construction phases, plus renovation to the original section of the building, over the next few years. Stony Point Elementary may be a good candidate for a future addition to increase it’s student capacity to as much as 600 students, if needed. The student capacities of our two middle schools are also shrinking as demand for high-needs special education programing increases at these schools. We will continue to monitor the needs at these schools as well.  Our Early Childhood Center reaches near-capacity each spring. A future increase in demand for services for three and four-year-olds may lead to the need for additional classrooms. Question: When the new middle school athletic facility is built at North Middle School, how will it benefit students at South Middle School?  Answer:  This new athletic facility benefits all middle school athletes. Students from both schools have, and will continue to, combine for track and football. Meet the 2025-2026 Teacher and Support Staff of the Year Finalists! Each year, Grain Valley Schools opens nominations for exceptional staff members to our students, staff, families, and the community.
