To dive deeper into what occurred, please watch the recording of the meetings. The board recognized and celebrated the retirements of Ruth Smith, Beth Kessler, Todd McDonough, Jean Lynch, Steve Willman, Bill Carlson, and David Wiggins. Appreciating the 149 years of service among our retirees.  The board voted to approve the 2025-2026 budget. After a discussion at February meetings on a 25-26 enrollment target, the board began analyzing and discussing next year’s budget in collaboration with Superintendent Corneille, District Controller Phan Tu, and Executive Director of Academics Hope Fagerland in March leading to the June 3, 2025 approval of the final balanced budget.  The board voted to approve the Long Term Facilities Maintenance (LTFM) 10-year Plan. To qualify for Fiscal Year 2026-27 Long-Term Facilities Maintenance revenue to be included in the pay 2026 levy, the board must approve a plan by July 31, 2025. Director of Athletics, Activities, and Facilities Dr. Troy Urdahl presented the plan to the board in April of this year. The board voted to approve the Northeast Metro 916 Intermediate District Long Term Facilities Maintenance Plan.  The board voted to approve the District’s Minnesota State High School League membership to allow our students to participate in interscholastic activities and activities.  The Minnesota Department of Education (MDE) requires an annual designation of an Identified Official with Authority (IOwA) ) for each local educational agency that uses the Education Identity and Access Management (EDIAM) system. Superintendent Corneille was voted as the IOwA for SANB.  The board approved the Patriots Joint Powers Agreement.  The board approved the following policies: 506 - Student Discipline, 515 - Protection and Privacy of Pupil Records, 601 - School District Curriculum and Instructional Goals, 603 - Curriculum Development, 620 - Credit for Learning, and 901 - Community Education. The board discussed a community survey on Personal Electronic Communication Devices at St. Anthony Village High School (SAVHS). With reports of inconsistent compliance and enforcement of the current policy, the Policy Committee sought direction for a potential new policy on the topic. The board’s guidance to Superintendent Corneille and SAVHS administrators was to have a trial year practicing the St. Anthony Middle School (SAMS) cell phone policy (off and out of sight) during the 25-26 school year and to report back to the board on the strengths and opportunities. A communication plan for the rollout was also recommended. School Board Chair Ben Phillip resigned effective June 7, 2025 from the SANB board. Board members thanked him for his service and discussed the process for filling the vacancy with all five other members preferring to appoint a former board member who is not planning to run for election in November. The vacant seat term will end in 2027 triggering a special election in November to elect a new member to serve for the remainder of the seat term. After the November election certification by December, the newly elected member will begin fulfilling the remainder of the seat term. Clerk Laurel Hood called a special meeting for June 10, 2025 to discuss filling the vacancy process and next steps.  The process and timeline for the annual superintendent evaluation includes a mid-year progress report and a year-end evaluation. In May, the Board conducted a detailed evaluation of Dr. Corneille's work for District 282 during the 2024-2025 school year. The school board discussed the findings of the evaluation as a board and with Dr. Corneille during a closed session at the May 20th Work Session, in compliance with Minnesota statute and outlined the evaluation summary for the community. District Updates May 20 Board Brief: Key Takeaways The Board Brief is a summary of the activities and discussion during school board meetings. To dive deeper into what occurred, please watch the recording of the meetings. There was a second reading and brief discussion on the following policies: 506 on Student Discipline, 515 on Protection and Privacy of Pupil Records, 601 on School District Curriculum and Instructional Goals, 603 on Curriculum Development, 620 on Credit for Learning, and 901 on Community Education.  Superintendent Corneille did a final presentation on 2025-2026 budget assumptions and draft. The board will vote on the 2025-2026 budget in June. There was a discussion on moving some of the fund balance assigned for a COVID-19 to Alternative Delivery of Specialized Instructional Services (ADSIS) and Q-Comp. This movement of funds would help with coverage for potential state and federal budget cuts. Dr. Palmer emphasized the breakdown of the SANB general fund budget: 76% of our funding comes from the State of Minnesota, 23% comes from the levy community members approved in 2024, with other funding coming from the federal government. 86% of SANB general funds go towards salaries and benefits for staff.  The board discussed the School Board Community Engagement Session on May 28. Materials for that meeting can be found in the May 20 and May 28 meeting agenda.  The board discussed and planned attendance to the 2025 VillageFest community event.  The Patriots Marching Band boasts a robust and successful history. This program originated from a Joint Powers Agreement among Fridley, Columbia Heights, St. Anthony, and Spring Lake Park. Presently, only Spring Lake Park and St. Anthony remain participants in the Patriots Marching Band. Despite several attempts, both districts have been unable to locate the existing Joint Powers Agreement. Consequently, with legal counsel, SANB proposes the following Joint Powers Agreement to facilitate the sustained and purposeful involvement of Spring Lake Park and St. Anthony in the Patriots Marching Band Program. The presentation was created in collaboration with District Controller Phan Tu. Initially a $350,000 budget reduction was recommended, with further analysis, reduction recommendations moved down to $300,000 as contract negotiations with World Savvy reduced costs. Controller Tu looked ahead at some of the financial implications from current and future policies coming from the state and federal government for fiscal year 2027 to make assumptions. Superintendent Corneille used the example of Minnesota potentially removing Q-Comp funding; this removal could result in an up to $2,000 salary reduction per teacher, so the district is building in reassigned reductions to avoid that teacher salary decrease. Superintendent Corneille explained Minnesota’s compensatory funding process, essentially how the state determines student economic need. Before universal school lunch, families submitted a form for educational benefits, the percentage of families in need of educational benefits informed the state of how much funding to give a district for activities such as hiring more staff, tutoring, purchasing educational materials, and supporting specialized programs. To meet the $300,000 budget reduction the administration is recommending the board pull from direct services and support such as: Effective Instruction, Superintendent Executive Assistant position (this position is currently vacant), the SIS, and more. The board will move on budget assumptions and reductions in June.  The School Board reviewed potential meeting dates for the 2025-2026 school year. Due to the vacancy in the Board and Superintendent Administrative Assistant position, there is a need to reassign responsibilities for board packet development, meeting preparation, and minutes. Director Laura Oksnevad will be taking on these duties for the foreseeable future. The Community Services wage agreement was approved. Due to Superintendent Corneille's FMLA the district approved Executive Director of Academics Hope Fagerland's contract to be modified to reflect the increased duties during the Superintendent's leave.   The following policies had a final reading and were approved: Policy 205 on Open Meetings and Closed Meetings, Policy 512 on School-Sponsored Student Publications and Activities, and Policy 806 on Crisis Management Policy. First, the board met with the St. Anthony Village City Council as part of its ongoing partnership and information sharing. Following this meeting, the board held a professional development session focused on board communications and its engagement with constituents. While the meeting was open to the public, it was not recorded.  City council and school board members presented high level city and school district updates with one another.  The school board began their professional development session hearing from former SANB School Board Chair Barry Kinsey who shared a bit of school district history, tying it in with topics the current board is facing around board governance, communications, and community engagement.  The board then held a dialogue with district consultants from CESO Communications to explore options for a community engagement session to be held this spring and to establish a more comprehensive community engagement plan for the 2025-2026 school year. Board members shared their experiences of late communicating and engaging with members of the community, some of which have proven challenging. The board asked Superintendent Corneille to help identify one or two dates in the coming weeks that will allow for both a brief board presentation and structured community dialogues. Look for more information coming soon!   Middle Schooler Youth Center Open: Apr. 28 - Jun. 5 Does your middle schooler roam the neighborhood after school looking for something to do or a place to hang out with friends? You can find the board meeting agenda attached to this post. A memorandum of understanding was approved which specified retirement and health benefits for two custodians. District Wellness Coordinator Lori Watzl-King presented the bi-annual Wellness Report on the district wellness committee, employee wellness activities, and health services at SANB.  Director of Athletics, Activities, and Facilities Dr. Troy Urdahl presented an update on the long-term facilities maintenance (LTFM) budget and capital projects. LTFM funds cannot be used for new construction, the Minnesota legislature allocates these funds for maintaining current facilities and ongoing projects. A few items Dr. Urdahl mentioned for LTFM projects include the lower gym bleachers, locker room flooring, roof systems, single-user restrooms, and more. Dr. Urdahl’s team was able to secure grant funding of $75,000 for single-user restrooms for the SAVHS and SAMS building. Dr. Urdahl explained that projects like single-user restrooms have several code regulations and labor requirements that contribute to the increased cost of these projects.  Superintendent Dr. Renee Corneille discussed the July 2024 to March 2025 budget report collaboratively put together with District Controller Phan Tu. We’ve currently spent 62% of the general fund budget approved by the board in 2024. This presentation can be viewed in the Apr. 15 agenda.  Superintendent Dr. Renee Corneille and Executive Director of Academics Hope Fagerland presented a 2025-2026 budget reduction recommendation. It was recommended, in collaboration with the district finance team, to reduce the general fund by $350,000 to be fiscally responsible when state and federal funding is uncertain. Superintendent Corneille explained how stable enrollment can result in a budget reduction; as enrollment remains the same, operation costs increase, and the budget must be reduced to cover operation costs not covered by the state or federal funds. The specific recommendations for a reduction can be found in the Apr. 15 board meeting agenda PDF, a few included District office personnel, district admin support and supplies. The board will take action on budget assumptions and recommendations in June. There was a second reading on the following policies: 205 on Open Meetings and Closed Meetings, 512 on School Sponsored Student Publications and Activities, and 806 on Crisis Management.  Executive Director of Academics Hope Fagerland gave a brief update on a few activities happening within the SANB buildings: Wilshire Park Kindergarten enrollment is going smoothly and strong, District 916 support staff have been collaborating with SANB schools on new projects, MCA Reading testing began at Wilshire Park and SAMS this week.  You can find upcoming School Board meetings, agendas, and recordings on the district website. 04.15.25 Board Meeting Recording   No School: Apr. 18 and Apr. 21 There will be No School for grades K-12, All-Day and Half-Day Preschool, Village Kids, and Early Childhood Family Education on Friday, Apr. 18.  There will be No School for K-12, Half-Day Preschool, and Early Childhood Family Education on Monday, Apr. 21. The Brighter Bulletin St. Anthony New Brighton Family Newsletter April 2, 2025 Hello SANB Families! Here’s a snapshot of today’s Brighter Bulletin: Message from Superintendent Dr. Renee Corneille Apr. 1 School Board meeting key takeaways SANB Standardized Testing Schedule SAMS Conferences: Apr. 3 2025-2026 School Year Calendar Multilingual Family Event: Apr. 10 Clothing Swap: Apr. 27 SAV for the Future Fundraiser: May 31 Effective Instruction Think Tank Congratulations Dr. Troy Urdahl! District Updates Thank You, St. Anthony-New Brighton Community! Dear SANB Community, I want to share my gratitude to everyone in this community for continuing to work hard and show up during my absence. I am officially back from my leave; you’ll find me in the District Office and SANB halls.  Unfortunately, my personal family life has been extremely challenging since October. Having the opportunity to be with my family these few months is a gift I don’t take for granted–this is because of the support of both Hope Fagerland and Tim Anderson. The numerous emails, cards, texts, and hugs have all been appreciated and felt in my heart.  I realize this is the moment in my life where these things happen, but it still hurts. So I needed to express my appreciation and gratitude to all of you, my SANB family (of 15 years!). Thank you.    Apr. 1 Board Brief: Key Takeaways Chair Ben Phillip briefly spoke directly to community members about some of the most pressing concerns by community members. Specifically he discussed the SAVVAS literacy curriculum and Effective Instruction and how they directly relate to state law requirements, letter grades at SAVHS (which are NOT being eliminated), MCA and ACT testing, and reviewing probationary staff for contract renewals or non-renewals. You can find Chair Phillip’s full commentary in the recording below. Five probationary teachers’ contracts were non-renewed by the board with Dr. Striker abstaining from the vote. Executive Director of Human Resources and Operations Dr. Tim Anderson explained the non-renewal process, citing four common reasons for non-renewal in Minnesota: performance (when a teacher is not meeting performance standards), budgetary constraints, licensure issues, and administrative discretion (an administrator may opt to non-renew during the probationary period for reasons that need not be disclosed, but that align with district policies and practices). This process also requires the district to provide supervision and evaluation of probationary teachers during their employment to inform decisions on contract renewal. Non-renewal is distinct from termination and it does not carry the same stigma. It is often an administrative decision rather than a reflection of severe deficiencies in teaching ability. Executive Director of Human Resources and Operations Dr. Tim Anderson also discussed unrequested leave for teacher overages. Emilie Hackbarth, Sarah Hample, Natalie Schalow, and LukeTressel are teachers who went above and beyond their full time equivalent (FTE) time taught in 24-25 school year. This motion brought these teachers back to their regular FTE contract. Board member Dr. Striker emphasized the board’s appreciation of these teachers for going above and beyond for their students and the district.  Dr. Anderson along with the President of St. Anthony Village Education Association (our awesome teacher’s union!) Beth Rehfuss discussed the phases of the union’s collaboration with district and state requirements for Effective Instruction. Thus far, Rehfuss explained a few achievements already made: clarity and consistency for EI mapping, structured coaching cycle that uplifts both teacher and coach voice, a teacher’s option to request an administrator for coaching, the onboarding process for new and continuing teachers in the EI framework, and a co-creation for the proficiency model.  The 2026-2027 school calendar was approved by the board.  Superintendent Dr. Renee Corneille gave an update on student learning outcomes for Winter 2025. She discussed the results of a grade level 6-12 student panorama survey on social and emotional learning and the students' perception of rigor in the classroom, current math and reading level outcomes, and the current stats on student discipline such as in-school suspension, office referrals, and more.  You can find upcoming School Board meetings, agendas, and recordings on the district website. 04.01.25 Board Meeting Recording   SANB Standardized Testing Schedule It’s testing season again!
