Someone brings up a decision that was supposedly made three weeks ago. A few people look confused. Someone else says they thought it was still being discussed. The original decision-maker — if there even was one — goes quiet. Sound familiar? This isn’t a communication problem. It isn’t a culture problem. It’s a structural problem, and it has a very specific cause: nobody was ever clearly named as the decision-maker. The trend is now catching up to the nation’s public school districts. There are simply fewer children to attend school in America today: The number of public school students in kindergarten through 12th grade has fallen in 30 states since the mid-2010s. Declining enrollment has hit many of the nation’s largest urban school districts, including Los Angeles, Chicago and New York, a New York Times analysis found. The tickets start piling up. The kitchen gets loud. Everyone is moving fast, but not always in the same direction. What separates chaos from a functioning kitchen isn’t effort; it’s clarity—what stays on the menu, and what gets cut because the system can’t sustain it. Sounds like the modern school system, right? This is the point in the year when next year’s budget stops being theoretical. Adjustments to staffing, downsizing, and in some cases, upsizing, are happening now. I was now responsible for setting direction, evaluating performance and representing the team to senior leadership. My technical skills had earned me the promotion, but what would determine my success in that new role was something different. I needed to intentionally evolve my personal brand. Read more   Board conflict costs districts their best superintendents Board conflict ranks among the top reasons superintendents leave their positions, yet a recent survey finds that partisan battles are far rarer than media coverage suggests—pointing to a governance gap that leaders can close with the right strategies in place. The October 2025 study by the Thomas B. Fordham Institute found that most school board meetings center on budgets, staffing, and student resources, not ideological conflict. Few boards have become embroiled in contentious disputes over DEI policies or transgender student issues, the report concludes. Nationally, nearly four in 10 board members identify as politically moderate, with board members’ political and educational views tending to align with those of the voters in their districts and with the U.S. public as a whole.     TALAS Weekly Newsletter Texas Association of Latino Administrators and Superintendents April 20, 2026   "Adult behavior precedes student outcomes."   LEADERSHIP   A Call to Action from ALAS Familia - I need your help... our kids need your help...   The USDOE has given notice to Congress that it plans to dissolve the office that oversees federal programs for over 5M English Language Learners which includes a huge number of our Latino students. Please see the article HERE. This change removes a dedicated voice, a source of expertise, and a critical partner that states and districts have long relied on for guidance and support. Let’s be clear about what has not changed: Public schools, districts, and states still carry the full legal and moral responsibility to serve and support English learners. What has changed is that by closing this office our schools and districts will no longer have anyone to reach out to for federal support. This moment calls for leadership... your leadership. Hermanos y hermanas I urge each of you to take action: Engage your state elected officials immediately Find your Congressman here Find your Senators here Five Calls Advocate for sustained and increased state level support for multilingual learners. Educate your communities and your elected officials why this action will be detrimental to the millions of Latino students that need these resources! We need to get on record now with our elected officials if we ever plan to bring back these resources for our students, our districts and our communities.  This is not just a policy issue but as a commitment to the students and families we serve every day! Individual student growth is No. 1. “Everybody in every school could say that, but we really focus on trying to make the experience and learning unique to the kid,” says Clendening, a former Indiana Superintendent of the Year. “We don’t look at everybody as cookie-cutter. We want them to reach their full potential.” Achieving the first principle requires hiring great teachers. Clendening and his team raised starting teacher salaries substantially with funds from a 2019 referendum. Read more   How Federal Changes Affect English Learners, Immigrant Students Since January 2025, educators and advocates for English learners and immigrant students have raised concerns about support for these populations, even as schools’ federal obligations to them remain intact. Most recently, the U.S. Department of Education notified key members of Congress about its plans to move all federal English-learner programs and duties to other agencies, thereby dissolving a stand-alone office of English language acquisition, or OELA. While English-learner programs—such as the Title III funding program providing states and districts with supplemental dollars—will continue, advocates worry the transition could weaken oversight and expertise. The new agencies expected to take on these duties may be understaffed and lack the years of expertise of former OELA staffers, said Montserrat Garibay, the former OELA director under President Joe Biden. TALAS website ADVOCACY National & State News Take a look at what is happening around you!   Ask Team Building Questions and Have More Fun and Ease at Work How many times have you sent someone five emails and become frustrated when none were returned, or thought an employee was happy, only to be surprised when they quit, or needed to talk with someone but couldn’t get their attention, so you walked by their office throughout the day, wondering if it was ok to knock? Working with other people doesn’t have to be so hard. Taking the time to ask team building questions is much faster than recovering from missteps with other people. Ask the questions at the beginning of anything new – when you hire a new employee, get a new customer, or start a new project. You can ask questions in person, via video, or over the phone. Always ask live versus via email or a survey. And keep asking the questions as you work with people. You spend hours preparing for a tough conversation that goes well. Who knows? Hard work is often overlooked. Recognition Don’ts #1. Don’t deflect. “It was nothing,” devalues your work. Don’t insult the judgement of the person giving acknowledgement. #2. Don’t do a post-mortem. Critique kills the moment. Avoid pointing out what could have been better. #3. Don’t over-explain. His career in public education, from teacher and coach to superintendent/CEO, spans more than four decades: Please understand the power of the Success Triangle. What is it? I served as CEO/superintendent for 27 years in six communities. It was not until my third superintendency did I even know what the Success Triangle. I learned to pick the brain of successful superintendents. In 2002, I became the superintendent of a very successful (at that time) suburban school district outside of Houston. I met with both predecessors who had served for five and 13 years, respectfully. Both were very successful but very different. Today, we’re focusing on the tools that will help make you more productive, whether it’s improving your writing, seeking new ideas or organizing thoughts. Google NotebookLM Let’s start with one of my personal favorites that I’ve written about extensively: Google NotebookLM. In conversations with district leaders, I’ve learned that data privacy is their number one concern regarding AI implementation in a classroom or administrative setting. Read more   Two Words to Transform Feedback We humans have a strange tendency to ignore hard science in our day-to-day thinking. We can consciously acknowledge the placebo effect while simultaneously scoffing at the suggestion that mere positive thinking can cure illness. And when it comes to providing feedback (or testimony of any kind, for that matter), there is an even bigger scientific elephant in the room that we choose to ignore: physics. Because we have to pretend that an objective reality actually exists. The observer effect describes how the mere existence of observation affects the reality that is being observed. In some cases, it’s pretty straightforward. If we want to measure the air pressure in our tires, we let out a little air as we attach the gauge. TALAS website ADVOCACY National & State News Take a look at what is happening around you!   Kids Who Were Babies During COVID Are Now Struggling With Reading and Math Although most of them were still in diapers when the COVID-19 pandemic hit, today’s early elementary students didn’t make it through the global catastrophe unscathed.  A new analysis from NWEA, an assessment company, suggests that these children are experiencing learning disruptions even now.  While kindergarten achievement levels in math and reading largely held steady during and since the pandemic, by first and second grade, students are performing below pre-pandemic averages, according to an analysis of NWEA’s Map Growth assessment data from spring 2017 to spring 2025. In math, at least, first and second graders have shown slow, incremental progress. For years, education leaders have been urged to “reimagine” school. That call is everywhere, from conference keynotes and strategic plans to vendor pitches promising sweeping “transformation.” But for many districts, this language feels more exhausting than inspiring. Despite years of rhetoric about reinvention, outcomes remain flat or sliding. Meanwhile, educator burnout is rising, early retirements are eagerly sought, and parents are beyond frustrated as district budgets grow tighter than they’ve been in years. The result is a paradox: leaders have more data than ever, yet less confidence about what’s working, what to prioritize and what to stop doing. What’s needed isn’t a sweeping, utopian reimagining that feels disconnected from the daily realities district leaders face. Most districts already have what they need to improve, but it’s buried under disconnected systems and years of redundant reporting. A few weeks ago, my daughter burst through the door after school, ranting about her social studies teacher. “He’s making us label all 50 states on a map, and the test is in two days,” she fumed. Then she quickly descended into conspiracy theories.  “I think he wants us to fail! I think he likes it!” She had, however, spotted a silver lining. It includes data, visualizations, and insights into how the superintendent workforce has evolved in Texas over the past 15 years. Review the report.   High Impact Tutoring Resources The National Student Support Accelerator at Stanford University is a non-profit organization that conducts and promotes research and implementation of good practices on high-impact tutoring.
